Raytheon Technologies Cost Account Manager in Andover, Massachusetts

The Digital Technology Control Account Manager (CAM) is responsible for providing oversight and monitoring of Digital Technology (DT) labor and material budgets, costs and procurements. They will use strong financial background knowledge to provide program financial analysis, cost baseline measurement, Annual Operating Planning (AOP) and budgeting and Estimate at Completes (EAC). The CAM role is also responsible for the procurement of required equipment through an Appropriations Request (AR) process and ensures timely closure of open commitments against the ARs. The role works closely with DT Program Leads (DTPLs), Business Partner Leads (BPLs) and across multi-functional teams comprised of Finance, Program Management, Engineering, Integrated Supply Chain Management as well as Program and DT Leadership on program financial status and will require influence across these same functional areas.Key Job Functions:

  • Preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements and both Corporate and Business policies and procedures supporting Earned Value Management (EVMS), Estimate at Complete (EAC), Annual Operating Plan (AOP), Bill of Material creation (BOM), Risk and Opportunity tracking (R&O) and proposals

  • Monthly coordination and creation of material to support the Program Management Review (PMR) package(s) while leveraging material from the DT status reviews

  • Perform updates/ actions in the iStatus and IMS tools

  • Report all tracking book, Control Account Variance Analysis (CA VAR), Integrated Baseline Review (IBR) and Operational Workforce Planning (OWP) requirements

  • Execution of activities related to key Program milestones

  • Develop inputs to Latest Revised Estimates (LRE)

  • Analyze forecast financial data trends and help make recommendations

  • Manage and monitor costs, schedules, and performance of DT tasks to ensure performance goals are met

  • Monitor spending/liquidation of all ARs (Capital and Expense) through an analysis of open commitments with vendors

  • Support preparation and/or presentation of weekly/monthly program reviews, Proposal Bid Reviews, EAC, AOP, and Capital Planning

  • Provide variance analysis and month/year-end close out reporting and monitoring

  • Proactively participate in pre-proposal and proposal processes by strategizing with Engineering, deciphering DT requirements in Statement of Work (SOW) and providing Basis of Estimates (BOEs) and BOMs for future business opportunities and pursuits

  • Assist in process improvements leveraging best practices and methodologies (e.g. Six Sigma) to gain efficiencies and reduce cycle times

  • Assist in policy and process improvements, through a full understanding of financial policy & DT Directives, which details the program asset color of money

  • Procurement of required program ODC, Material and equipment through the Corporate and Business policies and procedures

  • Serve as a liaison between Supply Chain, Finance, Planners & DT

  • Develop metrics and / or dashboards to display real-time data to DT management, DTPLs and BPLs

Required Skills:

  • 4+ years of Finance / Accounting or relevant professional working experience

  • Understanding and practical application of financial and accounting (FP&A) principals and concepts such as AOP preparation, EAC monitoring, cost estimating and cost allocation processes/methodologies

  • Strong communication/presentation skills and the ability to package complex data into a format suitable for executive review

  • Strong interpersonal skills, effective in influence and collaboration with the ability to interact with all levels of the organization – including peers, customers, leadership and suppliers

  • Demonstrated ability to complete tasks with high attention to detail and accuracy

  • Excellent organizational, analytical and problem solving skills with the ability to multitask effectively in a fast paced work environment

  • Proficient in the use of Microsoft Office Products (Excel, Word, PowerPoint)

  • Ability to obtain a US Department of Defense Secret Security Clearance, as needed. Except in rare cases, only US Citizens are eligible to obtain Security Clearances

    Desired Skills:

  • Experience working within DoD Programs within DT and/or Engineering environment

  • Basic understanding of DT technologies and hardware (e.g. Workstations, Servers, Software, Network and Storage Devices)

  • Experience presenting to senior leadership

  • Proficient with SAP, PRISM, APEX and BW finance modules and transactions

  • Working knowledge of Raytheon Financial and Accounting policies and procedures including the Mission Area Demand and Capital Funding processes

  • Raytheon Six Sigma Specialist Qualification

  • Professional exposure to Earned Value Management System (EVMS) / EVMS Certification

  • CMX and/or BOE Certification

  • PMP and/or PMX Certification

  • Existing Active US Department of Defense Secret Security Clearance

    Required Education:

  • BS / BA in Information Technology, Finance, Accounting, Business or Related major

  • Non-degreed applications may be considered with considerable, directly applicable experience at the hiring manager’s discretion
