Raytheon Technologies Manager II-Program Management in Arlington, Virginia


Raytheon Technologies currently supports the Transportation Security Administration's (TSA) Acquisition-Program-Management (APM) who is responsible for improving TSA’s capabilities by managing the acquisition, testing, deployment and sustainment of security technology and other acquisition programs. We are the premier provider of such services to the TSA. Our Mission is to deploy, install, integrate, test and decommission airport Checkpoint (CP) and Checked Baggage (CB) transportation security equipment and security capabilities to federalized airports nationwide.


This job is for a Program Manager position for multiple Task Orders under the TSA Security Equipment Deployment Services (SEDS) ID/IQ contract. The position will be located in Crystal City, (Arlington), VA, though remote work may be considered.

The job will involve significant responsibility in the area of passenger screening and/or checked baggage screening.

The work requires rigorous project planning and implementation, including establishment of and tracking against a project baseline (scope, schedule, and budget), project status reporting, stakeholder coordination (TSA, airport authorities, airlines, subcontractors), supervision of technical and administrative support staff, oversight of subcontracts, and internal-management reporting (e.g., financial forecasts, program reviews). The candidate should be able to work effectively in a team setting and professionally impact a variety of stakeholders. As a Program Manager, candidate will be expected to work with minimal direction and at a high level of self-guidance in resolving problems and establishing an approach for a solution. This position shall report to the SEDS IDIQ Manager; in addition, the candidate will have constant interface with TSA, Original Equipment Manufacturers (OEMs), subcontractors, and airport stakeholders.

The Program Manager will be responsible for achieving all technical, schedule, and financial targets of assigned projects. The Program Manager will establish milestones and monitor adherence to program master plans and schedules and will develop control systems and reports that accurately measure progress, identify potential risks or problems in sufficient time for corrective action to be taken, and ensure the meeting of company's contract commitments. The Program Manager will direct the performance of program functional task elements such as engineering, field engineering, procurement, performance excellence, finance, contracts, and administrative functions.

The Program Manager will act as the primary customer contact on status and performance and must anticipate and fulfill customer needs to ensure their satisfaction and continued business. The Program Manager will also be expected to support proposal activities for follow-on work.


  • Minimum of 5 years of program or project management experience, with at least 3 years of that experience managing airport projects

  • Certified Program-Management Professional (by Program Management Institute)

  • Ability to obtain a Department of Homeland Security Suitability clearance

  • Computer proficiency, including Microsoft Office (Word, PowerPoint, Excel, Project)

  • Willingness and ability to travel up to 25% of the time to various project sites

  • Excellent communication skills and comfortable presenting to customers both virtually and in-person

  • Ability to thrive and create professional resolutions in adverse situations with minimal guidance or oversight

  • Ability to work across functional organizations to include finance, program management and procurement to manage diverse tasks, requirements, and commitments and interface successfully with numerous disciplines


  • Airport site design and construction

  • Federal government program management

  • Champion of continuous improvement (such as Six Sigma) to achieve significant process improvements

  • Leadership and management of geographically dispersed teams

  • Demonstrated experience working on TSA projects

  • Comprehensive understanding of TSA-approved screening equipment and protocols

  • Understanding of basic developing code requirements and of general construction practices, including new facility construction, upgrades of existing facilities, and other related construction work


  • Bachelor's degree is required; preferred in Engineering or Business Administration or closely related field. Masters in related field is preferred

Position requires DHS/TSA suitability clearance (public trust)
