Raytheon Technologies Engineering Manager / Site Lead in Atlanta, Georgia

Raytheon Intelligence & Space (RIS) is seeking an Engineering Functional Manager and Atlanta Site Lead for the Advanced Concepts and Technology (ACT) Department. The ACT department provides comprehensive Program Engineering and Systems Engineering support of ACT programs.

The Section Manager (SM) responsibilities include:

  • Hiring manager to build up a multi-disciplined engineering staff of Systems, Hardware and Software engineers to establish a critical mass of capability to execute Contract Research and Development programs for Science and Technology DoD customers. The hiring manager partners with local ACT Program Manager, RIS Talent Acquisition and Human Resources to achieve this goal.

  • Work closely with external customers, internal Mission Area leadership, and RIS Engineering Leadership Team in the development of technical roadmaps, proposal development and program execution

  • Technical leadership of peer groups, and provides technical mentoring to programs as subject matter expert for RF multi-function systems.

  • Technical presentations to both internal and external customers

  • Technical team leadership participating in technical peer reviews throughout the product lifecycle of design, development, integration and test, and flight test requirements verification

    The SM is a key technical contributor to the programs supported by the section and in addition, performs direct line management activities for approximately 15 - 20 engineers. These SM activities include technical development of people, training, performance management, and resource allocation. The SM ensures two-way communications for section members; serve as a day-to-day liaison to the programs concerning ensuring program success along technical, cost and schedule parameters, as well as section member job assignments, performance, and recognition. Responsibilities also include coordinating program staffing needs and reductions, optimizing resource utilization and interviewing applicants. In addition, the SM will team with the Systems Engineering Directorate in the execution of the Technology Organization and RIS Engineering goals, and will be expected to actively participate in Department level meetings. The SM, like their section members, should have knowledge of RF systems in general to verify system performance. Work with a senior system engineer to create system level test procedures and scenarios for verifying new mode capabilities, as well as leadership experience. Section Managers will also be responsible for developing and maintaining the technical roadmaps for their capabilities and for technical leadership of the section.

    In addition to the above-mentioned Section Manager roles this position will also be responsible for office leadership for the new Atlanta site. Tasks include the following:

  • Site wide information flowdown

  • Negotiating lease agreements in conjunction with Raytheon Technologies Facilities organization and finance

  • Coordination with the landlord on facility related issues such as parking, custodial services, building maintenance, etc.

  • Building access and security

  • Desk assignments and lab space utilization

  • Environmental health and safety topics

    Required Skills:

  • Minimum 10 years of experience in Systems, Software or Hardware engineering.

  • Must have proven leadership skills and behaviors

  • Experienced presenter with prior responsibility for dealing with customers, management, technical staff, and internal / external organizations.

  • Demonstrated leadership experience in a fast paced development environment with a number of active programs with varying program and functional priorities

  • Experience in multiple program phases such as capture, development, or sustainment

  • Strong organization, coordination, planning, and team building skills

  • U.S. Citizenship and ability to access to US only data systems

  • Active Secret or Top-Secret clearance or ability to attain one

  • Leadership

  • Examples of leading technical teams

    Desired Skills:

  • Working relationship with DoD Science and Technology customer base such as DARPA, AFRL, ARL, NRL, etc.

  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

  • Working knowledge of EVMS, IMS, or staffing tools for managing programs.

  • Exposure to risk and opportunity analysis, tracking, or mitigation

  • Experience in proposal development, Engineering Change Proposal, Basis of Estimate development, or other contract deliverable artifacts.

  • EVMS certification

  • Cost Account Manager experience

  • Integrated Product Team Lead (IPTL) or Program Management experience

  • Actively engages, drives change to achieve execution excellence and solve critical issues

  • Leadership

  • Technical mentoring as subject matter expert in Radar design for multi-function systems

  • Examples of customer focus and collaboration skills

    Required Education:

  • Bachelor's of Science degree (BS) or equivalent in Engineering, Math, Physics, or related discipline

    Desired Education:

    Advanced degree(s) in Engineering, Physics, Computer Science, Math, or related discipline
