The Space & C2 Product Line is seeking an Associate Director to join the GPS OCX program to perform as the Transition Manager for the OCX Systems Engineering, Integration, and Test (SEIT) Integrated Product Team (IPT).
Working with the IPT Lead, the Transition Manager is the primary point of contact (POC) with the Transition and Logistics customer for the SEIPT IPT Transition activities, including engagement with the customer transition team, the Transition Working Group (TWG), facilitating interaction between the GPS OCX program and customer logistic team including the Lockheed Martin contractor needed for transition tasking and SEIT Transition state of state briefings.
Further, this role includes representing the SEIT IPT at customer and stakeholder engagements such as Working Groups and Technical Interchange Meetings (TIMs), which include but are not limited to the Transition Work Group (TWG), Enterprise Interface Working Group (EIWG), Ops Suitability Working Group (OSWG), Ops Suitability Corrective Action Review (OSCAR). Further, this role represents OCX in interactions with 2 & 19 SOPS operators relative to SEIT transition activities.
The Transition Manager is responsible for the Transition Team within the SEIT IPT, consisting of Deployment and Transition Risk Reduction Operations (TRRO), including the cost, schedule, and technical baseline, Risk & Opportunity, and will have resolution authority over all aspects of the transition activities within the SEIT IPT. In addition to having accountability and responsibility for the technical performance of the Transition Team, this role will support business development activities to grow and sustain the product line to meet future Annual Operating Plan goals and targets.
The technical baseline activities will include accountability for all Transition technical baseline artifacts and overall transition of the ICD-GPS-804 (AEP) (legacy) system to the GPS OCX system. This includes the development and delivery of multiple contractual requirements artifacts.
This role ultimately is responsible for the deployment of the Monitor Station (MS) upgrades, Legacy Ground Antennas (LGAs), OCX Monitor Station Test Asset (OMSTS)/OCX Ground Antenna Test Asset (OGATS), Segment Integration Transition Lab (SITL) workstations, the Master Control Station (MCS), the Transition Support Facility (TSF), and the Alternate Master Control Station (AMCS) including Pre-Ship Reviews (PSRs) and all associative tasking and management of Giver-Receivers across the program to assert readiness to deploy and perform the deployment of all aforementioned environments. This role is also accountable for the Transition Risk Reduction Operations (TRRO), including planning, scheduling, orchestration, execution of out brief, and all aspects of these activities.
The Transition Manager will work closely with program stakeholders, the IPT Lead, cross-program IPT counterparts, external interfaces, and the GPS OCX customer, including working closely with presenting IPT performance and status at various internal and external program meetings.
Hires for this position are eligible to receive a $50,000.00 signing bonus when hired with a verified "active" Secret clearance or higher clearance.
Demonstrated experience leading engineering teams with demonstrated track record
Thorough technical leadership skills
Experience with the entire engineering life cycle, including design, development, and deployment of system products
Experience having transitioned large software development contracts from development to operations
Earned Value Management (EVM) or equivalent certification and associative experience with earned value
Experience with Agile and DevOps
Demonstrated ability to effectively work and communicate with all levels of program, customers and technical leads (IPTs, chief engineers, architects)
Experience with managing and working with subcontractors
Excellent written and oral communication skills, including presentation skills
Experience with onboarding new work, proposals and BOE development
Experience with Microsoft Office suite of tools and JIRA
An active and in-scope Secret US security clearance
Systems Engineering experience on a large government software development contract
Experience with complex satellite ground systems, particularly previous deployment of developed systems to ground station operations
Experience interfacing and engaging with the United States Space Force (USSF) on large contracts
STEM degree preferred
12 years of relevant experience with a Bachelors degree (STEM - Science, Technology, Engineering or Mathematics, preferred); OR
10 years of relevant experience with a Masters degree (STEM - Science, Technology, Engineering or Mathematics, preferred)
