Provides direction and management oversight of government/customer property across Collins Aerospace Mission Systems (MiS) Strategic Business Unit (SBU). Responsible for compliance with all contractual, regulatory and company policies and procedures pertaining to government/customer property including acquisition, storage, maintenance, tracking, usage and proper disposition. Serves as the face to Mission Systems customers (i.e., DCMA) and regulatory agencies on behalf of the SBU in regards to government/customer property.

Primary Responsibilities:

  • Oversees operational performance, continual process improvement and property management systems success.

  • Responsible for the accountability of the workforce in organizational operations and related projects.

  • Provides resolution of business and compliance issues by identifying solutions and recommending/implementing needed course of action.

  • Works with internal and external stakeholders across multiple organizations, locations and portfolios and serves as the face of the organization as a leader to governmental and audit agencies.

  • Provides oversight and ensures full compliance with government property compliance regulations including full accountability of the workforce.

  • Assists in the on-going development and implementation of best in industry property management control processes and systems.

  • Participates in audits and compliance review activities and meetings and makes recommendations for policies and practices that would reduce or eliminate recurring compliance issues.

  • Is a champion for compliance and improvement. Completes and manages investigation of compliance issues.

  • Directs government and customer property teams in their duties and the administration of the compliance department.

  • Monitors the execution of operations and/or projects to meet established targets and metrics.

  • Sets and monitors medium term organizational goals and objectives to ensure alignment with broader organizational strategies.

  • Develops operational and financial objectives for all OE Operational areas to plan ahead to manage and mitigate risks to the business.

  • Directs a multi-functional team to ensure the area of responsibility meets business strategy goals and objectives.

  • Leads the implementation of risk management strategies based on property, compliance, or operational risks.

  • Consults on government contracts and on the development of compliance related policies and procedures throughout the organization.

  • Leads the development and implementation of improvements in methods to enhance communication, monitoring, or enforcement of property management compliance standards to ensure legal compliance.

  • Responsible for participating in investigations, reviews, and audits, reporting findings and results, and developing and executing corrective actions, especially in potential risk areas.

  • Represents the organization as a liaison with external stakeholders, federal and state agencies, and other organizational entities to ensure that the organization's interests are protected.

  • Represents the organization as a liaison with internal and external stakeholders to present a positive image of the organization.

Basic Qualifications:

  • Bachelor’s Degree and 10 years of prior relevant experience OR

  • Advanced Degree and 8 years of prior relevant experience OR

  • In the absence of a degree, 14 years of relevant experience is Required

  • Minimum 10 years of experience in direct property management work

  • Minimum 5 years of experience in increasing management positions

  • Must be willing to travel up to 25%

  • Must be a US Citizen

  • Must be able to obtain a security clearance(s)

Preferred Qualifications:

  • FAR & DFAR Property Management Related Knowledge & Understanding

  • Property Management Requirements

  • Basic knowledge of CAS (Contract Accounting System) requirements

  • NASA Requirements (multiple sites have specific NASA requirements that need to be adhered to)

  • Disclosure Statements (site and/or organization disclosure statements how we manage, control and charge test equipment, tooling, customer property)- Direct or Indirect organizations

  • Understanding of relationship between Prime & Sub Contractor relationships
