Raytheon Technologies Manager - Industrial Security in Dallas, Texas

This is a multi-faceted Manager II Industrial Security position which is responsible to assist and support the ACT Manager III with overall establishment and management of the Security Operations in support of Special Programs . The ca ndidate will work to solve complex problems and serve as a subject matter expert in the area of SAP Security. This position will require interpretation, implementation and utilization of the NISPOM, DoDM 5205.07 Volumes 1-4, JSIG, ICD policies and procedures, as well as have a thorough understanding of OPSEC. The candidate will need to collaborate with peers across Raytheon, Industry, and Government to create and share best practices and lessons learned. As a leader within the SSS organization, the candidate must participate with confidence in all phases of program execution and have the flexibility to overcome challenges.

The Manager II position will need to demonstrate leadership and managerial skills for multiple direct reports. The ideal candidate will be controlled, poised, and tactful in stressful situations paying special attention to what others are saying and their meaning. This position requires not only technical and managerial skills, but will also require a diligent, confident and results oriented work ethic. This candidate must be able to be effective in a dynamic, deadline driven environment, and deal with complex and vague situations. This individual will routinely interface with all levels of management and government customers.

The candidate must be able to manage and participate in the following responsibilities:

  • Must be able to interpret, implement, and ensure compliance with the DoD Manual 5205.07 Volumes 1-4, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directive

  • Provide security guidance in relation to all aspects of program operations from basis of estimates (BOEs) to program closeouts

  • Manage, develop, obtain approval for, and implement security policies, procedures, and documentation specific to the program such as Standard Operating Procedures (SOP) and addendums, Operation Security (OPSEC) Plans, Concept of Operations (CONOPs), etc.

  • Assist in creating, updating and administer security education, training and awareness to include program indoctrinations and debriefings

  • Review, conduct, and assist self-inspections and recommend/implement corrective actions

  • Oversee/Participate in Government Inspections, as well as, implement corrective actions

  • Have an understanding of program administrative work: personnel processing, visitor control, program related investigations, TS accountability, dispatching and receiving program documents/material and resolving other related program security issues.

  • Maintain and leverage working relationships with internal and external customers, peers and senior management across multiple program sites and business units

  • Manage and assist in presentation preparation for program status and reviews (internal and external)

  • Ensure compliance with applicable government and company regulations

  • Manage special access program facility administration in compliance with JAFAN 6/9 or Intelligence Community Directive, ICD 705 related to the physical security and construction requirements for SAPFs and SCIFs ; submitting pre-construction and accreditation packages to include Fixed Facility Checklists (FFCs) and Tempest assessments

  • Ability to collaborate across multiple organization levels (i.e. Individual Contributors to Sr. Executives)

  • Leadership responsibilities will include career development/goal setting for team members

  • Conducting Assessments, performance development discussions and creating written appraisals regarding performance.

Required Skills with 8 years in the following:

  • US Citizenship

  • Existing TS and SSBI/PR within 6 years

  • Previous supervisory/management experience with direct reports

  • Ability to collaborate across multiple organization levels (i.e. Sr. Executives to Individual Contributors)

  • Must have excellent interpersonal, communication, computer, writing skills, and professional image

  • Refined teaming skills and understanding of team concepts

  • Ability to multi-task

  • Self-starter with minimal supervision

  • Attention to detail and follow-through when completing tasks

  • Ability to plan, schedule, and arrange activities in accomplishing objectives

  • Ability to develop and implement solutions to a variety of complex problems

  • Experience with all Microsoft Office Suite (Word, Excel, PowerPoint, etc.)

  • Excellent written, verbal, and presentation skills

  • Willing to work extended hours, in a fast paced, deadline driven environment

  • Willing to travel on company business

  • Ability to display tact, discretion and diplomacy in dealing with all levels of Raytheon employees

  • Must be able to obtain and maintain all access as required by the programs.

  • Prior CPSO experience

Desired Skills:

  • Experience in the Special Program Environments and understanding of government guidance to include the NISPOM and DoD Volumes

  • Security related certification and training courses

  • Experience with SIMS and JPAS databases

  • Working knowledge of Joint SAP Implementation Guide (JSIG)

Required Education (including Major):

  • High School Diploma and 16 years of directly related experience, or

  • Associates degree in a related field and 14 years of directly related experience, or

  • Bachelor's degree and 8 years of related experience, or

  • Master's degree and 6 years of related experience.

    U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment. Position contingent upon the ability to obtain required clearance and accesses as directed by the program.
