Raytheon Intelligence & Space (RIS), Advanced Concepts and Technology (ACT) Mission Area is looking for a qualified professional to follow through in the highly visible role of Supply Chain Program Manager.
This role is in the Advanced Concept Technology (ACT) area which is passionate on cutting edge Engineering Design, Development and Demonstration Programs.
This is a new hands on position that will lead ACT’s supply chain front end of the business process as well as have responsibilities for Supply Chain program follow through within ACT.
We are seeking a team member who is a excellent leader with demonstrated support, strategic and implementation skills, that translates to program results and bottom-line results.
You must be a self-starter, capable of developing and achieving Organizational and Supply Chain objectives, and must be able to successfully interface with all levels of internal organization.
This position will involve Capital, IRAD, and Engineering Development Programs where some technologies may be transitioned to other production product lines as appropriate.
This role will be responsible for all elements of ACT’s supply chain front end/proposal/capture process including the overall plan and support for ACT.
This team member will also represent ACT at the Raytheon Intelligence & Space Supply Chain Front End of the Business team level and support the standard work initiative, metrics & proposal reporting. This role will guide direct reports responsible for material pricing, compliance guidance, and development/execution of material strategies in support of ACT proposals.
This team member must be able to exert impact and have an effect on proposal strategies and the overall ACT long term business plan.
The team member will need to coordinate and align the front end of the business processes and strategies with the ACT supply chain product line leads to ensure seamless transition from proposal submittal to program award and implementation.
Responsibilities include, but are not limited to:
• Supporting ACT’s Proposal forecast for future Business awareness. • Providing SCM inputs for Front end of the business metrics and standard work initiatives. • Writing or Coordinating SCM labor Basis of Estimate (BOEs).
Advising the Sr. Manager and/or Program MPM Lead on SCM Material pricing strategies and Bill of Material pricing. • Presenting proposal strategies to Senior Stakeholder. • Managing the ACT SCM Front End of the Business strategy and processes across all proposals and new business captures. • Executing SCM Make/Buy/Where process for various products and commodities when needed. • Developing and executing Material Program Plans (MPP) and Subcontract Management Plans (together with the Subcontract Administrator). • Overseeing and coordinating Proposal SCM activities needed to meet proposal requirements and need dates. Ensuring a strong link and buy-in within and between various Supply Chain functions, including Sourcing, Logistics, and Production Control on proposal inputs. • Developing and coordinating Program Material Strategies, Supply Chain goals, and Company targets.
• Working closely with Engineering, Quality, and Operations to ensure the supply chain proposal strategy aligns with the overall proposal strategy, requirements and timeline. • Monitoring Front End of the Business performance metrics and proactively acting to address any proposal/capture issues. • Develop and coordinate SCM risk/opportunity plans to meet Proposal objectives. • Serving as the liaison between the Proposal Executive, Proposal Managers, IPTs, Engineering and the Supply Chain organizations. • Knowledge and ability to develop with a Supply Chain suite of tools, measures, and metrics.
• Minimum of 10 years of Supply Chain; Proposal Management; Engineering; Finance or Program Management related experience in the Aerospace, Defense, or Commercial industries with experience in the following areas desired:
proposal generation, negotiation, and guiding in an integrated product team (IPT) environment. • Excellent communication and presentation skills. • Experience collaborating with all functions, within and outside Supply Chain, to develop statements of work (SOW). • Proficiency in the Microsoft Office Suite, Excel, Work, PowerPoint • Experience supporting/leading proposal efforts. • Experience with SAP and the Supply Chain Suite of resources. • Demonstrated capability to analyze data, and develop metrics and data visualization to convey schedule status to management. • Demonstrate initiative, persistence and creativity in problem solving. • Earned Value Management (EVMS) Training and/or certification. • U.S. Citizenship status is required.
Desired Skills: • Raytheon MPM level 3 certification or equivalent experience
• Working knowledge of US Government acquisition laws and regulations (FAR/DFARS, ITAR, EAR) • Experience working with MRP systems. • Raytheon Six Sigma Specialist/Six Sigma Green Belt qualified • Earned Value Management System (EVMS) certification or equivalent. • Experience as a Cost Account Manager for Material Estimate at Complete (EACs) and Material Forecasting. • Creating strategies to accomplish goals in business growth, cost reductions, schedule improvements and/or Program execution. • Experience in implementing continous improvement, Six Sigma or Lean methodologies/principals. • PRISM knowledge. • Raytheon process knowledge (Integrated Product Development System (IPDS), SAS Management System (MS), etc. • Experience with Defense and Commercial Programs. • Transitioning a program through product life cycle, from proposal to program start up and execution. • Current active U.S. Secret, Top Secret Security Clearance or SSBI.
Required Education (including Major): Bachelor’s degree (B.S. or B.A.) in Supply Chain, Business, Engineering discipline or related field; equivalent industry experience or equivalent Military experience 169939
