IDIQ PMO Program Manager

The IDIQ PMO Program Manager is member of an IDIQ

Program Management Office (PMO) in Raytheon Technologies (RTX) Contract Vehicle Center (CVC). The CVC manages 50+ contract vehicles and is located at the corporate level supporting all of RTX businesses. This position is part of the PMO

that manages GSA Schedules, GSA OASIS, GSA Alliant 2, CIO-SP3, Army ITES-3S and the DTIC IAC MAC multiple award contracts. The PMO is located in Dulles, VA. The IDIQ PMO Program Manager supports the PMO’s overall

growth of its contract vehicles and assists with day-to-day operations.

The PMO develops and implements strategies to leverage its IDIQs and identify new task order opportunities under its vehicles. The PMO leverages the effective RTX IDIQ infrastructure and process to support business growth and use; assists in the pursuit of task orders and new vehicles; ensures contract compliance and appropriate use; and facilitates awareness and training to both internal and external customers.

The IDIQ PMO Program Manager will work with business performers across the entire company and will interact with end user customers as needed and appropriate. The role includes participating in key task order capture pursuits; updating IDIQ metrics and pipelines; disseminating task order opportunities; updating marketing material; assisting business performers with task order proposals from RFIs to task order RFPs; and attending and participating in industry events.

Specific projects also include building and managing teaming relationships and assisting in IDIQ training.

Position responsibiities include:

Central point of contact for internal performers, industry and customers

PMO lead managing task orders pursuits in partnership with business

Maintain knowledge and connections with internal task order PMs and functional representatives during execution of task orders

Work closely with CVC Contracts organization on any operational, compliance, or execution issues

Scan and identify new task opportunities via contract portals and distribute across company channel

Facilitate multiple business interest meetings; lead kick-off meetings

Support task order proposal efforts assisting with any aspect of the bid whether product quotes, additions packages, competitive proposals, pricing analysis, market research, general proposal review, creating response

templates, or front end business assistance and strategy development. Coordination of proposals with multiple inputs.

Stay abreast of industry issues pertaining to PMO contracts and building relationships with Government POCs and industry partners

Provide training internally and externally relating to how customers can utilize these contract vehicles to acquire Raytheon goods and services

Report of up to date pipeline changes and escalating to the PMO PM any issues that may require management intervention or assistance

Attend and report financials and business development efforts at monthly operations review

Understand nuances of each contract vehicle

Understand RTX businesses and capabilities

Bachelors degree with 8+ years of applicable work experience
