The Systems Engineering Center is seeking a strong, technically sound engineering leader for the role of Mission Systems SEIT Director who is committed and passionate about creating innovative, cost-effective solutions for advanced space-based RF architectures, systems and mission capabilities. The successful candidate will serve as the Mission Systems SEIT Director and will be responsible for the technical direction for Systems Engineering, Integration and Test across a suite of large-scale, and very complex Intelligence, Surveillance, Reconnaissance and Communications (ISRC) Programs and will have decision authority over all aspects of the technical efforts. Mission Systems SEIT Director is responsible for ensuring the successful design, development and integration of the space vehicle, payloads, units and subsystems to meet the overall mission objectives and requirements defined by the Customer. This position reports to the Program Manager and interfaces with cross-functional product teams, sub-contractors program management, and functional managers as well as non-engineering organizations such as finance, operations, supply chain, contracts and mission assurance.
The Mission Systems SEIT Director will:
Oversee execution of design, development, integration, and test of the SEIT work products across the programs.
Evaluate and drive critical requirements into the programs baselines to ensure the systems engineering, development activities, information assurance, integration, test, transition and operational needs are satisfied to contract compliance.
Ensure the assigned team’s objectives across all programs are achieved on schedule, and consistent with quality and technical standards
Provide oversight and review engineering metrics to ensure technical performance across the suite of programs.
Provide summary analysis and action plans to the leadership and the customer to ensure technical performance and mission objectives are in line with the Program performance expectations.
Foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges
Support the development of cost proposals; basis of estimates, risk and opportunity management.
Interface with the customer and establish trusted relationships to advocate for continued investment in both current and future technology investments.
Support the technical management of major subcontracts and IOTs to ensure delivered products meet the technical performance objectives and are delivered on time and within budget
Identify critical staffing resources and update staffing plans to provide adequate staffing to support all SEIT tasks
Minimum of 12+ years demonstrated engineering leadership experience with proven track record
Direct experience and leadership in developing RF architectures, payloads, sensors or technology for space applications
Experience in development of high reliability RF space products
Experience in development of link budgets and coverage analysis
Demonstrated experience in Space-Based product Development activities including: requirements development, allocation, verification and analysis; interface definition; CONOPS development; hardware and software design and development; and system level integration, validation and verification
Experience with system or subsystem level Hardware Integration, Verification and Validation (IV&V)
Experience with developing and presenting technical briefings to the customer and company leadership
Experience in proposal development including developing Basis-of-Estimates
Experience with the technical review and approval of proposals
Familiarity with cost and schedule management using a government approved Earned Value Management System
Experience identifying engineering resources needed to get required engineering work product requirements done (people, processes, facilities & tools)
Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
U.S. Citizenship and ability to access US only data systems
Active TS/SCI clearance or SSBI
Knowledge of Digital Signal Processing, Modem Design, and Advanced Coding and Modulation Schemes Optimization techniques
Knowledge of SoC Design Implementation, ASIC or FPGA Design and Development
Experience with Software integration and test, configuration management
STE design, testing or operation
Experience with thermal, vibration and EMI testing
Knowledge of environmental test methods and practices (e.g. Dynamic, Vibration, EMI, Thermal Vacuum)
Experience with working with operations staff, sub-contractors, team members and customers
Integrated Product Team Lead (IPTL) or line engineering management experience
Bachelor’s degree in Engineering, Math, Science or related STEM degree
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
