Our RI&S Supply Chain MPM team is offering a pivotal role on our diverse and dynamic team (Long Term Agreements) where you will have the opportunity to perform all related Supply Chain requirements including strategic planning, supplier development, requirement solicitations, post-award management, and close-out activities. The selected candidate supports creation of the strategy around key suppliers for our program including compressed development procurements, systemic improvements for material flow and accountability, and instilling a “can-do” sense of ownership and alignment between the Supply Chain Team and the Program and Functional Organizations. This role will require the ability to extract critical information from complex development situations in order to find resolutions and path to closure. Executive presence and leadership are key for customer and senior Raytheon briefings.

The successful candidate will set supplier long term agreement strategies; identify current supplier used by program(s), across mission areas, and within RI&S. Understand future work and supplier(s) needed and work/pre-plan to have long term agreement in place prior to startup. Coordinate supplier needs with Material Planning, Hardware Management Teams, Integrated Product Team Leads and Engineers. Applicants for this position must have experience and/or extensive knowledge in procurement, contracts, production control, logistics and program material strategy, financial execution of material requirements, and demonstrate strong leadership capabilities.

Compiles technical, quality, delivery and contractual requirements and prepares / issues requests for quote/proposal. Ensures that company, prime contract, category/product/service specific requirements are properly communicated to suppliers. Analyzes supplier quotes/proposals, utilizes source selection techniques (best value, total cost of ownership, etc.), performs cost/price analyses, establishes negotiation objectives/strategies, supports negotiations, and identifies supplier risks/opportunities.

Will be responsible for the reporting of program level procurements utilizing various business systems (SAP PRISM / Business Warehouse BW) and will work closely with the Supply Chain (SC) counterparts in procurement and subcontract administration on program procurement actions. Manages supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements. Supports the Supply Chain lead for all supplier evaluations.

Key Responsibilities:

  • Lead and support cross-functional teams for sourcing initiatives to drive standardization, cost reductions, service and quality excellence and drive the implementation of best practices.

  • Identify program / mission area requirements by driving cross functional collaboration/relationship management across Cross Business Teams (CBT) (e.g., Engineering, Operations, and Supply Chain), Integrated Product Teams (IPT), Finance and functions, and across programs/mission areas

  • Manage both internal and external relationships to ensure key stakeholders are actively engaged on the overall process, timing, and objectives.

  • Liaison (Relationship manager) between the Program Managers, Integrated Product Teams (IPTs) and the Supply Chain organization.

  • Instilling a culture of strategic thinking, planning, procurement and material management excellence within the program supply chain team

  • Creating a vision around supply chain requirements and process initiatives, driving improvements for material flow and accountability

  • Participate in projects (both Supply Chain and Program) to drive material efficiencies and increase material affordability

  • Overall ownership of the supplier management process including supplier performance, SCM metrics, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.

  • Responsible for supplier communications and building a robust supplier relationship in partnership with the buying organization

  • Risk and Opportunity identification and management

  • Briefing in customer forums, and the ability to work in cross-functional teams

  • Monitor and proactively address performance and financial metrics including those related to cost, schedule, quality, and EVMS

  • Initiate and maintain accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP)

  • Flow down Supplier Management Best Practices to suppliers which include risk mitigation and subcontract management plans

  • Collaborate with other business unit programs to maximize efficiency of program execution and maximize strategic sourcing efforts to reduce material costs

  • Making source selections using techniques such as best value, Total Cost of Ownership, and market analysis to determine price reasonableness etc.

  • Performing cost analyses, conducting negotiations, and identifying supplier risks.

  • Interfacing with internal customers and suppliers to ensure that the material/services are delivered on-time and in accordance with the specifications and quality notes documented in the Purchase Order.

Required Skills:

  • Minimum of 8 years of experience in Supply Chain, Program/Project Management, or related work experience

  • Experience interfacing with external customers and all levels of internal management

  • Experience with supply chain and related systems, procurement, production control/material planning, receiving, cost estimating, logistics, and/or finance

  • Leading in an Integrated Product Team (IPT) environment

  • Experience with Supplier management and/or Subcontract management

  • Experience translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements

Desired Skills:

  • Demonstrated project management skills and be a proven problem solver

  • Technical knowledge of space related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)

  • Experience working development or transition to production programs

  • Experience with SAP/PRISM and the Supply Chain suite of tools

  • Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues

  • Current Security Clearance (Secret)

Required Education (including Major):

  • Bachelor’s Degree (Business, Supply Chain, Operations, Technology, or equivalent)
