Raytheon Technologies Material Program Manager in El Segundo, California
The Material Program Manager (MPM) is responsible for developing and executing Supply Chain (SC) strategies and plans for capture/proposal efforts and program execution. Additionally, they serve as the lead and liaison between the Program Managers, Integrated Product Teams (IPTs) and the Supply Chain organization. They will be responsible for the development, coordination and execution of all program material strategies, supply chain objectives, and enterprise objectives. Responsibilities span from the front end of the business SCM activities through contract closure.
Create, manage, and execute material program strategy (MPS) and the material program plan (MPP).
Provide comprehensive Supply Chain support for Gates 2-11 activities, ensuring compliance for the programs and tailoring when applicable.
Overall ownership of the supplier management process including supplier performance, SCM metrics, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
Responsible for supplier communications and building a robust supplier relationship in partnership with the buying organization
Risk and Opportunity identification and management
Briefing in customer forums, and the ability to work in cross-functional teams
Monitor and proactively address performance and financial metrics including those related to cost, schedule, quality, and EVMS
Establish material priorities across the Integrated Product Team (IPT) and/or program
Develop and track budgets, targets, working capital
Act as the Control Account Manager (CAM) or support the assigned CAM
Initiate and maintain accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP)
Work collaboratively with other functions to ensure cost estimates and estimates at completion (EAC) are accurate, processes are followed, and staffing is appropriate for execution
Flow down Supplier Management Best Practices to suppliers which include risk mitigation and subcontract management plans
Collaborate with other business unit programs to maximize efficiency of program execution and maximize strategic sourcing efforts to reduce material costs
Develop and lead supply chain proposal activities including task descriptions, labor requirements and basis of estimates that match the price to win (PTW) strategies
Achieving price to win with major suppliers
Minimum of 5 years of experience in Supply Chain, Program/Project Management, or related work experience
Experience with Microsoft Office products (Word, Excel, Power Point)
Experience interfacing with external customers and all levels of internal management
Experience with supply chain and related systems, procurement, production control/material planning, receiving, cost estimating, logistics, and/or finance
Leading in an Integrated Product Team (IPT) environment
Experience with Supplier management and/or Subcontract management
Experience translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements
Experience developing & executing the make/buy/where process Developing & executing Risk/Opportunity plans to meet program objectives
Must be able to obtain Secret clearance within one year of start date
U.S. Citizenship status is required as this position will need the ability to access US only data systems
Demonstrated project management skills and be a proven problem solver
Technical knowledge of space related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
Experience working development or transition to production programs
Experience with SAP/PRISM and the Supply Chain suite of tools
Experience in Earned Value Management or related financial management experience
Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues
Knowledge of US Government acquisition laws and regulations
