Raytheon Technologies Mgr II Industrial Security in El Segundo, California
The Industrial Security Manager II position will lead a team of Industrial Security professionals supporting within the DoD Security organization supporting a collateral program portfolio spanning mission areas across the El Segundo facility. Working with a team of peer security managers and enterprise counterparts, will develop, administer and maintain a comprehensive adaptive site security program. Manages a team of Security Professionals in a fast-paced, deadline-driven business environment. Leads by example, demonstrating a results oriented work ethic focusing on detail. Builds and maintains positive collaborative relationships with personnel at all levels within RTX as well as Government customers. Drives resolution of difficult discussions with tact and diplomacy, engaging internal stakeholders to ensure security execution for RTX programs. Delivers on-time in accordance with NISP and RTX regulations, rules and specifications. Exercises sound judgement in all matters and interactions. Models Raytheon’s Vision and Values. Serves and an Assistant Facility Security Officer. Forward thinking, able to anticipate customer needs and challenges.
Responsibilities include, but are not limited to the following:
Manage and direct security program execution in accordance with NISPOM, and applicable government directives as specified in the DD254 and the contract Statement of Work (SOW)
Address and resolve internal and external security issues (e.g. directly with the government customer, subcontractors and other Raytheon Technologies teams)
Provide supervision, direction, and guidance to direct reports in support of Industrial Security
Support the Security team’s professional development.
Develop/prepare/support Technology Control Plans, Transportation and International Transportation Plans, and security plans, develop and administer training to execute plans
Develop/prepare/support/implement security policies and procedures including Standard Operating Procedures (SOPs), Concept of Operations (CONOPs) Plans, OPSEC Plans, PPIPs, Security Plans, DD254s and CDRL/SDRL (deliverables)
Assure compliance with applicable government regulations, contract security specifications (DD254), statement of work (SOW) and company policies and procedures.
Formulate and present programmatic security review briefings, security education briefings with varied audience size and organizational levels
Support classification management, OPSEC, and threat awareness training program development and delivery
Support mission areas, product lines, and organization initiatives as determined by security leadership and the needs of the business
Coordinate with government agencies to obtain authorizations, interpretations, and acceptable deviations/exceptions to compliance with regulations.
Participate as a representative of Industrial Security in support of classified proposals/bids.
Implement and oversee the site Security Awareness Training Education (SATE) Program
Conduct self-audits/inventories
Coordinate with authorized oversight agencies to facilitate inspections/audits, assessments and/or monitoring events
May be appointed Designated Government Representative (DGR) acting on behalf of DCSA for all FMS and DCS classified international shipments
Conduct investigations and prepare written reports pertaining to security violations/incidents
Generate/assist in generation of Basis of Estimates (BOEs) supporting new classified contract awards, RFPs, Solicitations, etc.
Required Skills:
Requires access to export controlled information - US Citizenship is required
Must possess current final Secret clearance with ability to obtain and maintain a Top Secret
Minimum 8 years of DoD Industrial Security experience
Understanding of the NISPOM and relevant DoD Manuals
Familiarity in the utilization of NISS, JPAS and DISS
Excellent interpersonal skills
Ability to multi-task in fast pace environment
Must be willing and able to travel, as required
Experience in a manager or team lead role
Desired Skills:
ISP Certified or in process of obtaining ISP Certification
Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, IPT leadership, and support organizations
Excellent written, verbal, and presentation skills
Refined teaming skills and understanding of team concepts
Analytical and problem solving skills
Experience with Microsoft Office Suite (Word, Excel, PowerPoint, etc.)
Previous experience as an AFSO, FSO or ISSM
Basic COMSEC knowledge and/or experience

Required Education (including Major):
Bachelor's degree and 8 years of directly related experience (Business Management, Security Management, Criminal Justice, or related field), or;
Master's degree and 6 years of related experience
