Raytheon Technologies Senior Contract Negotiator in El Segundo, California
The Raytheon Secure Information Systems business unit has an immediate opportunity for a Senior Contract Negotiator to support a varied contract portfolio of commercial and government proposals and contracts. This individual will serve as the primary customer interface for business and contracting matters that will be responsible for establishing and maintaining trust and cooperation while ensuring that proposed and negotiated terms and conditions comply with company policies and guidelines. This role works closely with Program Managers, Finance, Production Program Managers, Legal, and Export/Import Operations. The selected candidate must be able to represent Raytheon independently on significant transactions and advise management on contractual rights and obligations and mitigate contractual/program risks. This assignment requires an ability to develop and maintain relationships with external and internal customers.
Drafting, review and negotiation of various contracts to ensure compliance with internal policies and procedures.
Summarize contract issues, research compliance matters, interpret regulations, identify risk and formulate recommendations. Act as the primary interface with customers during contract negotiations and contract performance.
Provide guidance to the program team carrying out the terms and scope of the contract. Work with team to resolve contractual issues such as cost claims and intellectual property rights. Draft and formalize contractual correspondence to customer to document contract requirements and agreements. Manage contract and lead contract closeout on government and commercial contracts. Review and draft ancillary agreements such as proprietary information agreements. Work well with all functions for both external and internal customers.
Must be able to manage varying assignments concurrently and deal well with changing priorities to meet business goals.
Maintain customer relationships with various government and commercial customers
Proposal management to include; contract support on major proposals including developing pricing strategies, risk assessment of terms and conditions, and clarifying RFP requirements to Raytheon proposal team. Prepare and present at proposal management reviews overall summary of proposal, terms, and identify risks. Prepare correspondence to the customer. Keep team apprised of RFP amendments, and work with team to develop responses to evaluation notices. Work with team to manage proposal requirements through contract award.
6+ years of experience in the field of contract management and negotiations.
Knowledge of, and experience with various types of agreements and contracts, both Government and Commercial (e.g. Firm Fixed Price, Cost Plus Incentive Fee, T&M, IDIQ’s, PIA’s, SOW, TA’s other commercial agreements etc.
Experience with ITAR/EAR controls.
Terms and Conditions review for risk assessment and compliance.
Ability to work independently with minimal oversight
Ability to work in a fast pace environment
Strong organizational skills, ability to multitask.
Strong demonstrated oral and written communication skills.
Very knowledgeable in commercial contracting with U.S. Government.
Knowledge of contract concepts, principles, and legal aspects
Extensive experience managing cost type contracts.
Strong knowledge of FAR/DFAR regs, with an understanding of standard prime Contractor flow down provisions
Ability to obtain a U.S. security clearance
U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date .
Strong knowledge and experience with Raytheon policies and procedures.
International contracting experience.

Bachelors in Business or related field
Master’s in Business or related field
