Raytheon Technologies Senior Manager Systems Engineering - Radar Mode Lead in El Segundo, California

Raytheon Intelligence & Space is the provider of AESA Radar Systems which provide the war fighter with the most accurate and timely information available for the network-centric battlefield. The Systems Engineering Center (SEC) organization is seeking committed engineering leaders who are passionate about creating innovative and cost-effective solutions for the warfighter. The Chief Engineer is a high-pressure position that interfaces with the customer, program office and the technical leaders on the program. This highly dynamic environment requires both speed and efficiency in addition to maintaining product quality, functionality and traceability while meeting demanding requirements. Applicants are expected to be self-motivated, detail oriented with a demonstrated ability to effectively communicate with all levels of management and individual contributors on the program through strong written and verbal communication skills. The applicant must have knowledge of radar hardware and software and the integration and verification phases of a new development effort. Knowledge of MBSE (model Based System Engineering), troubleshooting and root cause corrective action process and architectural trades.

Job Description:

The Program Chief Engineer will work closely with program management and lead the development and integration efforts and be responsible for the overall technical integrity, leadership and engineering execution across the radar Program. This leadership position requires a high degree of radar systems technical competency and discipline. It requires the ability to ensure technical compliance to various requirements and balancing the tradeoffs of various technical decisions. Duties require the candidate be capable of leading a new development program that includes hardware as well as software process knowledge, performance analysis over environmental stress screening tests, statistical performance modeling and predictions, vendor/supplier management, resource planning (staffing and facilities), transition to production, and data analysis to ensure system compliance. The ideal candidate must be a proven and effective leader driving technical integrity in the team's products and behaviors and lead identification and resolution of production and technical issues. The candidate must also be able to develop roadmaps to pursue and expand business growth for this radar product line. The successful candidate must be effective at communicating and building trust with senior Raytheon leadership and customers in order to garner the necessary sponsorship and support.

The Chief Engineer role requires daily contact with multiple functions as well as the customer. This individual will provide technical leadership, guidance and direct interfacing with customer organizations as well as working groups, contractors, and Raytheon personnel necessary to provide customers with system solutions to meet the customer needs including leadership and participation in customer and/or program technical review presentations and task progress status updates.

The activities and requirements in this job include:

  • Provide technical leadership in radar systems development, radar system test, radar system producibility.

  • Work closely with engineering functional and technical management to ensure on time deliveries

  • Experience with customer specifications for HW and System performance

  • Experience originating Systems Test procedures for I&T, V&V; and unit/module procedures for Special Test Equipment (STE) for Transition to Production

  • Experience with lab processes, hardware testing, hardware module/unit/system Qualification and Test

  • Experienced at leading hardware, and software integration and system verification efforts necessary for the efficient integration and test, and sell-off of radar systems.

  • Candidate will be a technical point of contact for engineering issues related to Cost and Schedule performance, and Risk avoidance on a development effort. The CE ensures that technical issues are understood, addressed immediately and technical solutions/corrective actions are implemented expeditiously. The CE will establish the technical baseline for the program.

  • Oversees system testing, test reporting, updating of test procedures and generation of sell-off reports. Supports technical solution characterization, and reviews/contributes to/approves technical resolutions. Supports System, Software, Test Equipment requirements generation. Knowledgeable in systems engineering, systems architecture and IV&V engineering principles. Ability to work in a high paced, high demand laboratory and Production environment.

    Required Skills:

  • Must have existing DoD Secret security clearance with the ability to obtain a Top Secret clearance and SSBI/Special Access Required (SAP/SAR) clearance

  • Minimum of 12 years work related experience

  • Experience with AESA Radar systems and relevant experience with AESA Radar system design, integration, test, verification and validation

  • Experience decomposing Specifications to System performance, interface, I&T, and V&V requirements for protected and hardened systems.

  • Experience executing Integration and Test procedures on AESA-based radar systems; troubleshooting lab and system/software/HW stability issues; and developing solutions to the problems.

  • Proven technical competence in a complex system development environment

  • Very strong organization, coordination, planning and teaming skills

  • US Citizenship

    Desired Skills:

  • Work in a Development, System Test and Sell-off, and Production environment involving Hardware/Software

    The position requires a solid understanding of test methodologies, system architecture(s) and troubleshooting.
