Raytheon Technologies Space Vehicle Design-IV&V Lead Systems Engineer in El Segundo, California
Raytheon Technologies Space Systems is currently seeking a Space Vehicle Design IV&V Lead (SVDIL) for a classified space systems program. The SVDIL is responsible for ensuring the assigned team’s delivers an end product (space system) that meets the stated program objectives, complies with system requirements and conforms to the high standards of a world class aerospace system prime contractor. The SVDIL sees to it that these results are achieved on schedule, within budget, and consistent with quality and technical standards. The SVDIL will independently oversee the Verification and Validation on all aspects of the effort including leading the generation of Test Plans, Test Procedures, Functional Testing, Interface Testing, Environmental Testing, and Non-Functional Testing. In this position, the candidate will be responsible for providing technical leadership, guidance, and direct interfacing with internal and external customers. The SVDIL responsibilities include Leading the Independent Verification and Validation effort, communicating and interfacing with program leadership, as well as with customers. The SVDIL is responsible for substantiating that the system is qualified per industry standards for use in its intended environment up to its intended mission life. The candidate will be responsible for cost and schedule, task management, staffing coordination, and risks & opportunities. Additionally, the SVDIL will supervise systems engineering, system requirements, and system analysis. The engineer will also support technical solution characterization, in addition to supporting design reviews, gate reviews, integration readiness reviews, test readiness reviews, trade studies and other required reviews. The candidate needs to demonstrate the ability to work in a fast-paced, high demand program environment, and to manage SV-focused SEIT resources (including staff, facilities, and equipment) efficiently. Finally, the candidate must also successfully interface with Raytheon Technologies Product Area Chief Engineer(s) and lead the management of subcontractors – as applicable.
Responsibilities include:
Establishes thorough plan of execution to accomplish scope of work
Works with the Program Manager and Chief Engineer to establish program organization, schedule (IMS) and milestones
Responsible for total ownership of the day-to-day operation of the multidisciplinary/cross-functional team with demonstrated skill at Cross-IPT collaboration, ensuring the associated products are developed and delivered within the allotted cost, schedule, technical quality and performance parameters
Supports tailoring of systems engineering processes commensurate with programs cost/schedule
Works with Program Manager and Program Chief Engineer to ensure contract requirements compliance and customer satisfaction
Ensures early identification, communication and mitigation of technical, cost and/or schedule risks for all aspects of the Team’s product scope
Approves engineering products/deliverables: plans, requirements, designs, reviews, CDRLs, problem report resolution
Supports teammates and sub-contractors trades-studies and analysis and assists in make/buy decisions
Execute the IV&V plan up to and including delivery to the customer and post-delivery support.
Responsible for Requirements Verification, System Validation and Data Analyses and Trending
Responsible for Testing at the subsystem and SV level
Responsible for Test Procedures at the subsystem and SV level.
Participate in program readiness and design reviews
Ensure product integrity, system performance, and system functionality.
Review all engineering inputs to gates and independent reviews.
Coordinate, write, and deliver technical presentations to both internal and external customers
Development of Team Members for Mission Ops Team/IPT
Demonstrated skill at anomaly recovery, including formal RCCA (root cause corrective action) leadership
Able to maintain and motivate a highly skilled team
Demonstrated skill to mentor and grow team members
Required Skills:
Minimum 12 years of experience in Systems Engineering, Integration & Test
Knowledge of Space Systems (space vehicle) and Space-to-Ground systems interfaces
Knowledge of space-based imaging and communication systems
Experience in deploying a rigorous Integrated Product Development Process
Experience in risk and opportunity analysis, tracking and mitigation
Capable of effectively working in a team environment, often under tight deadlines
Demonstrated leadership experience in systems engineering processes, including: requirements definition, requirements verification, interface validation, design, test planning, test execution, data analysis, and operations support
Demonstrated engineering leadership experience and proven track record.
Must have excellent communication skills (written, verbal, and presentation), with prior experience in dealing with customers, management, technical staff, and internal / external organizations.
Experience leading teams, using tools and metrics in managing activities, and interfacing with senior program and functional management
Active TS clearance
U.S. Citizenship status is required as this position will require the ability to access US only data systems.
Desired Skills:
Experience with spacecraft subsystems design and development e.g. attitude determination, command, control, and navigation (ADCNS), tracking, telemetry & control (TT&C), propulsion, mechanical systems and structures, electrical harnesses, thermal etc
Experience in ground systems architecture; and missile defense systems development
Experience in modeling and simulation of space systems and missile defense systems
Experience in mission operations development and execution
MBSE experience in its applicability to Space Vehicle development
Engineering leadership experience with space imaging technology
Experience developing hardware and software subsystem specifications
Experience in space systems IV&V planning, test methodologies and test requirements development for space systems
Experience in environmental test methods
Experience conducting critical design reviews, test readiness reviews, and test review boards
Skilled in proposal preparation, cost and schedule estimation and technical documentation related to contract deliverable items
Experience with EO/IR and RF Comm. testing.
Ability to effectively lead multidisciplinary teams
Solid understanding of test methodologies, system architectures, and troubleshooting.
Experience in transitioning large development programs into production
Proposal support experience including writing Basis of Estimates (BOEs)
Experience in supporting major competitive government proposals
Experience as an IPTL, CAM, LSE or CE on previous programs
Knowledge of the Raytheon gate review process
Experience in managing subcontractors
Experience with creating and maintaining a technical baseline
Familiarity with requirements management tool such as DOORS
Experience in programming with MATLAB/Simulink
