Raytheon Technologies Sr Contract Negotiator in El Segundo, California

Raytheon Intelligence & Space (RI&S) Contracts has an opening for a Contract Negotiator to support the Next Generation O verhead Persistent Infrared (Next Gen OPIR) Geosynchronous (GEO) program within the Strategic Systems Area.

The Contract Negotiator will primarily support a Missile Warning/Missile Defense program area and will support a “Go Fast” dynamic development contract with complex contractual arrangements. Responsibilities will include assisting functional program team members to review and evaluate contractual requirements, support the preparation and submission of various Engineering Change Proposals (ECPs) and oversee all aspects of Change Management. In addition, this individual will support contract implementation discussions to ensure compliance with internal policies/procedures and the regulatory environment, while ensuring business/financial goals are achieved. The individual will play a key role in managing customer relationships to ensure key customer desires are met.

Other responsibilities will include oversight of Cost Plus Incentive Fee (CPIF)/Cost Plus Award Fee (CPAF) Contract, identifying risks, advising management of contractual rights and obligations, and managing the contract. This individual will interface with customer during the contract execution and must be prepared to advise the program team in carrying out the terms of the contract, offering solutions to mitigate contractual/program risks, change management, and driving contractual issues to closure. The successful candidate will work in a challenging, fast-paced environment. The Contract Negotiator will report to the Contracts Manager of the Next Gen OPIR GEO Contract.

Required Skills:

  • Minimum six (6) years of experience in contract administration or related work experience

  • Demonstrated experience in contract management with an understanding of proposal cost structure, performance requirements, delivery schedules, and terms and conditions

  • Experience with and knowledge of various contract types and change management

  • Demonstrated business acumen; ability to recognize risk elements in business transactions

  • Professional presence complemented by outstanding written and verbal communication skills and influencing skills

  • Team Player with strong interpersonal skills working effectively within virtual and onsite team environment and customers to drive results

  • Flexible and capable of multi-tasking while delivering timely, high quality products

  • Ability to prioritize based on shifting business priorities in a fluid environment

  • Focus on responsiveness with strong time management and organizational skills

  • Knowledge of FAR, DFARS, etc. and/or equivalent government regulations

  • Knowledge and experience with commercial terms and conditions

  • Computer proficiency; experience in Microsoft Word, Excel, Power Point, and Adobe

  • This position will require ability to work under high-pressure conditions to resolve challenging and complex situations.

  • Ability to obtain Top Secret clearance

    U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

    Desired Skills:

  • Experience with proposals and contract administration of development contracts

  • Experience with Incentive-type contracts, such as Cost-Plus Incentive Fee (CPIF) contracts

  • Existing Security Clearance preferred

  • Certified Professional Contracts Manager (CPCM) or Federal Contracts Management (CFCM) professional certification

    Required Education (including Major):

  • Bachelor’s Degree in Business, Finance, Law or related field

    This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
