Raytheon Technologies Sr. Manager-Program Management in El Segundo, California

The RIS Space & C2 Systems Program Operations organization is seeking a qualified professional for the highly visible role of Program Operations Manager for one of the product areas. The effective candidate will ensure that program, functional, and factory areas are adequately executing strategies to meet program and functional cost, quality, and schedule requirements.

The candidate will work closely with product line leadership to provide solutions to the programs to ensure implementation and compliance with Operations policies, practices, processes, and procedures. The position is responsible for coordinating product line efforts with multiple functions and make centers (engineering, supply chain management, program administration, operations, contracts, property, finance and mission assurance) to achieve business targets through all phases of the life cycle (proposal through implementation and close-out).

The Program Operations Manager will leverage thorough technical, communication, and interpersonal skills and must have the ability to collaborate with cross-functional teams as well as with senior administration. In addition, the Program Operations Manager should possess the fundamental knowledge, experience, skills and behaviors associated with successfully executing highly complex, high reliability projects or programs on cost and schedule. A thorough understanding of proposal development, schedule development, Earned Value Management, procurement, develop processes, review processes, as well as basic knowledge of the relevant resource sets are highly desired.

Required Skills:

  • Minimum of 12 years of program or project management, operations, or related experience

  • Experience in developing and executing manufacturing strategies for development space programs (or equivalent)

  • Ability to collaborate daily with cross-functional teams in a fast paced, extensive matrixed environment.

  • Ability to synthesize large amounts of data from disparate sources to convey program and functional health

  • Demonstrate initiative, persistence and creativity in problem solving

  • Thorough understanding of configuration management and engineering change processes

  • Experience with the proposal process (Top-down and bottoms-up methodology)

  • Excellent written, verbal and presentation skills

  • Competence with MS Office, specifically MS Project, Excel and PowerPoint

  • EVMS training and/or Certification

  • Must have ability to obtain a Secret and/or SSBI Clearance (product line dependent)

  • Must be willing and able to obtain Program Management Certification

  • U.S. Citizenship status is required as this position will need DoD Secret Clearance within 1 year of employment start date.

Desired Skills:

  • Active DOD Top Secret or SSBI

  • Knowledge of Defense Industry Acquisition and Manufacturing Readiness Assessments / Levels (MRA/MRL)

  • EVMS training and/or Certification

  • PM Certification Level 6 or equivalent

  • Visiprise Manufacturing System (VM) knowledge / PRISM knowledge / APEX knowledge

  • Familiarity with Contract Quality Requirements (CQR), Material Review Board (MRB), Failure Review Board (FRB), Integrated Product Development ystem (IPDS), RIS Management System (MS), etc.)

  • Knowledge of Electronics manufacturing and test processes (RF & Digital)

  • Knowledge of Opto-Mechanical manufacturing and best processes

  • Payload assembly, integration & test processes

  • Design for Manufacturing and Assembly (DFMA) Experience

Required Education:

Bachelor’s Degree from an Accredited University /College

Desired Education:

Bachelor's Degree and/or Master's Degree from an Accredited University /College in Engineering, Math, Science or related degree176288
