Raytheon Intelligence & Space (RI&S) would like to invite you to review the details of our Sr. Mission Assurance Manager role located in El Segundo, CA. This is a high visibility stakeholder role which requires excellent collaboration and partnering skills, excellent business acumen, expertise in quality engineering, risk and opportunity ownership, auditing, and compliance, the ability to resolve complex programmatic and technical issues, and excellent prioritization, time management, teaming, communications, and organizational skills.
Core competencies, skills and capabilities will be cross-functional to include Hardware, Software, Systems Engineering, Manufacturing, Integration, Assembly and Test as well as Systems Quality Engineering for Mission Assurance. This position will report to the Senior Director of Mission Assurance of the Secure Sensor Solutions (S3) Mission Area.
Key responsibilities include:
Collaborating effectively with the F-15 Radar Programs Leadership Team to positively impact results and goals as set by the F-15 Radar Programs Vice President
Ensuring and demonstrating Mission Assurance is aligned and agilely guiding improvement of product line metrics
Continuously demonstrating value to the business and F-15 Radar Programs through proactive resolution of issues and ensuring quality deliverables
Maintaining and enriching meaningful relationships with customer and Defense Contract Management Agency (DCMA)
Partnering with Customers to understand how to demonstrate Mission Results and deliver via System of Systems approach
Pre-award: Shaping solution early in proposal phase with Business Development, Systems Engineering, and Specialty
Post-award: Understanding program scope (Statement of Work (SOW) /Contract), identifying gaps and informing Risk & Opportunity Management including ‘customer’ owned risk"
Identifying improvement opportunities and guiding initiatives to optimize Mission Assurance engagement in programs that reduce cost and promote business growth
Collaborating on cross-functional teams, councils and initiatives to implement best practices from other Raytheon businesses, Corporate, and industry to the benefit of program implementation
Briefing Raytheon Executive Stakeholders on proposal content
Additional responsibilities include, but not limited to the following:
Chairing monthly F-15 Radar Programs Corrective Action Board (CAB) meetings and setting the example for Root Cause Corrective Action (RCCA) excellence
Improving the effectiveness of the Mission Assurance team on all program types, including development, sustainment, services and operations, focused on optimizing the Quality Management infrastructure of the RI&S business
Maintaining and improving extensive but efficient Mission Assurance business processes that enhance performance excellence and effectiveness at a low sustainment cost and impact to the organization
Ensuring the Advanced Product Quality Planning (APQP) framework is fully leveraged to enable program team and suppliers to design compliant products and mitigate risks associated with the introduction of new products or processes including Failure Mode and Effects Analysis (FMEA), Measurement Systems Analysis (MSA), Statistical Process Control (SPC) and the Production Part Approval Process (PPAP)
Ownership and direct supervision of Mission Assurance Engineering staff, to include hiring, training, certification, guidance, performance development, timekeeping, overseeing travel / expense and overhead budget for assigned personnel
Collecting, analyzing and reporting critical Mission Assurance metrics necessary to monitor the health of the RI&S Quality Management System (QMS) and cultivate the performance of the various Mission Assurance disciplines
As required, participate in Raytheon Corporate and RI&S improvement initiatives, strategy teams, and special projects that support the goals of the Mission Assurance and RI&S organizations
Coordination and dissemination of Mission Assurance mission, vision, strategic information, highlights, progress and other information up and down the supervisory chain as necessary.
Partnering with Mission Assurance functional stakeholders from Software Assurance/Quality, Hardware Quality, System Assurance, Supplier Assurance, and Business Assurance on the front end of the business including capture and proposals as well as execution throughout the life cycle of the programs.
U.S. Citizenship required as the candidate must have the ability to obtain a U.S. DoD Secret Security Clearance within first year of start date.
Minimum 12 years demonstrated stakeholder experience in Engineering, Mission Assurance, Quality Management, or a related field working in complex functional or program organizations
Background in System Engineering or associated disciplines, including reliability, system safety and verification/validation
Motivates by example, engages customers and suppliers to addresses problems, and possesses a desire to resolve internal and external challenges; communicates mission results
Thorough interpersonal, business relationship, facilitation and influencing skills with high personal integrity

Ability to work autonomously with minimal direction and apply comprehensive technical and stakeholder knowledge and experience to the overseeing of initiatives and resolution of complex issues
Extensive knowledge of AS9100/ISO9001 requirements, compliance protocols, and auditing methodologies.
Experience instituting Advanced Product Quality Planning (APQP) framework and methods as well as Production Part Approval Process (PPAP) resources and integrating best manufacturing practices
Understanding of statistical measurement and analysis techniques, business process improvement, and change management philosophy
Familiarity with software, hardware, and systems quality resources, metrics and processes, and practical experience guiding process improvement initiatives (e.g., Capability Maturity Model Integration (CMMI) for Services)
American Society for Quality (ASQ) Certification in a relevant domain
Mission Assurance Certification
Level 3 Program Management Certification
Experience with the application of Mission Assurance methods and techniques in a subcontract management environment
Experience with international business protocols and strategies; international program ownership skills a plus
Knowledge of Six Sigma resources and techniques
Qualified Raytheon Six Sigma or Green Belt Certification a plus.
Bachelor of Science Degree in Science, Technology, Engineering, or Mathematics
Bachelor of Art Degrees in an appropriate field of science (Computer Science, Chemistry or Physics)
Bachelor of Art Degree in Mathematics
