The Program Management Office (PMO) manager oversees a team that coordinates all phases of process compliance including standardization of reporting, metrics gathering, and program closeout. They assist with the creation and implementation of standard templates, process, and tools to help the business unit be more efficient in managing programs. They act as the guardian for program execution intellectual property and metrics including schedule templates and lessons learned. They support program audits for AS9100 and for CMS compliance updating process and training according to suggested improvements. They assist and organize the training for VSLs and PMs regarding best practices and Collins level procedural changes including the assistance of training new PMs on process. They conduct and contribute to PM benchmarking to help solve difficult program management execution issues. They determine and suggest pathways/process to improve organizational efficiency and implement this strategy. They support the business cadence by managing the team providing the templates and data necessary to for accurate program forecasting, strategic planning, and head count support.


  • Works autonomously with limited oversight leading small/medium projects and programs by developing program plans, schedules and budgets for programs under his/her responsibility

  • Works with Program Managers and Business Leaders to analyze data and monitor programs to ensure adherence to contract scope of work, cost, schedule and technical specifications.

  • Analyzes business process across all product lines to identify areas of improvement including leading organizational efficiency efforts.

  • Discovers, suggests, and implements efficiency of process to improve program delivery and eliminate un-necessary process.

  • Develops, updates, and controls program and process templates

  • Owns customer relationship for specific programs and manages internal communication to effectively execute customer requirements within the organizations capability.

  • Confers with staff to outline work plan and responsibilities and hold delivery accountability.

  • Coordinates activities of team to ensure project progresses within scope, on schedule, and within budget.

  • Compiles status reports and modifies schedules or plans as required; prepares project reports for management, client, or others.

  • Confers with program teams to provide technical advice and to solve problems.

  • Leads program work with the various functional organizations to ensure alignment with the project/program objectives

    • Provides strong leadership to team including employee development and performance management.
  • Performs other related duties as required.


  • Bachelor’s Degree from a four-year college or university and a minimum of 10 years of relevant experience and/or training; or equivalent combination of education and experience.

  • Full life-cycle (front to end process) program/project exposure.

  • Proven exceptional customer relationship management skills.

  • Previously demonstrated strong change management capabilities.

  • Advanced MS Office Suite skills.

  • Strong business acumen and communication skills.

  • Demonstrated ability to build credibility with, interact with, and influence suppliers, customers, and key stakeholders in a matrixed organization; ability to build strong relationships.


  • Master's of Business Administration (MBA) degree or equivalent.

  • PMP certification.

  • Understanding of Earned Value measurement and other Program metrics

  • Demonstrated ability to deliver results in a highly regulated manufacturing environment, especially in the aerospace industry.

  • Well organized with solid judgment; able to multitask and adjust to changing priorities.

  • Strong presentation, communication and interpersonal skills; ability to interact with internal and external stakeholders including Senior Leadership.
