The procurement manager is responsible for all aspects of the relationship with a specific supplier within a commodity. Directs and manages all schedules, and purchase orders for the client account or the product family. Ensures product is delivered on time, meets quality standards, and at the right cost. May perform delivery assurance responsibilities.

Primary Responsibilities:

  • Assist the Supplier Performance evaluation process, Interface with Supplier Quality personnel to ensure supplier performance, selection/reduction process continues to yield improvements in the quality of sourced product

  • Execute commodity sourcing strategies and participate in supplier development activities

  • Provide input into Supplier selection based on product type, quality and delivery requirements

  • Generates budgets and financial goals

  • Manages execution of processes, standards, and operational plans in support of Procurement goals, including RFPs, negotiations, cost accountability, and / or program execution.

  • Approves and qualifies vendors to fulfill account needs.

  • Takes action on the changes identified in price trends and manufacturing processes to ensure successful procurement process.

  • Responds to critical client issues and problems.

  • Monitors suppliers to schedule or expedite deliveries to ensure resolution of problems such as shortages and missed or late deliveries.

  • Authorizes purchase orders, negotiates prices and approves payments to ensure the procurement process goes smoothly.

  • Reviews request for proposals (RFP) and bid packages.

  • Analyzes contract performance to ensure compliance with contractual obligations and to help determine need for changes.

  • May manage moderately sized projects or processes.

    Basic Qualifications:

  • Bachelor’s degree and 5 years of relevant experience OR

  • Advance degree and 3 years of relevant experience OR

  • In absence of a degree, 9 years of relevant experience is required

  • Must be a U.S. Person/Permanent Resident “Green Card” holder

Preferred Qualifications:

  • Ability to support budgeting and financial analysis with significant complexity

  • Understand the basic tools in project management (SOW, WBS, responsibility matrix, change management, resource management, scheduling) to follow up supplier deliverables

  • Can utilize project management tools with a strong ability to accomplish complex goals. Act as project manager.

  • Effectively uses root cause analysis for problem solving

  • Demonstrates ability to propose and implement changes to processes and procedures.

  • Can utilize standard improvement techniques for process improvement (A3 formats, 6 Sigma, TOC)

  • Acknowledged ACE tool expertise, ownership and implementation

  • Can develop, train, and implement standard work

  • Can take a leadership position in a team and establish the necessary relationships to succeed

  • Demonstrates excellent communication skills (verbal & written). Can translate complex issues into a form that support understanding by the entire team.

  • Can handle significant task complexity. Can work with limited direction.

  • Provides expert input, opinion and questions in group discussions. Frequently leads positive group interactions

  • Demonstrates excellent interpersonal skills including the ability to work with a diverse group of individuals

  • Problems are communicated with options and recommended resolutions that consider technical, business and financial impact

  • Demonstrated ability to propose projects and prioritize efforts for self and supporting personnel.

  • Strong track record for achieving successful closure on projects in a fashion that supports business needs

  • Embraces personal accountability for projects and communication. Maximizes team performance by assisting / training when necessary

  • Personally committed to quality, thoroughness and efficiency. Can balance these objectives to support business needs

  • High level of self-critique applied to own work prior to distribution or presentation

  • Demonstrates excellent conflict management skills

  • Has advanced to expert knowledge of work area.

  • Problems faced are difficult and often complex.

  • Minimal oversight from manager.

  • Coaches, reviews, and delegates work to lower level professionals.

  • Typically viewed as subject-matter expert within discipline.

  • Influences others regarding policies, practices and procedures
