Raytheon Intelligence and Space (RI&S) in Fullerton, CA is seeking a Program Management Director to lead the Navigation and Landing Systems (NLS) program area within the Air Traffic Systems (ATS) product line.

The NLS Director reports to the Executive Director of the Air Traffic Systems product line, and will lead a team of program managers. This role has responsibility for the global strategic growth, leadership and execution of the critical core program areas within the Navigation Landing Systems (NLS) organization.

What You’ll Get to Do:

This role provides program leadership and is a driving force for Program Management to ensure overall program excellence and managing cost, schedule, quality and productivity goals. Key programs in the NLS portfolio include: Joint Precision Approach Landing system (JPALS), Wide Area Augmentation Systems (WAAS) and G PS Aided GEO Augmented Navigation (GAGAN) . JPALS is a differential GPS-based precision landing system that guides aircraft to carriers and amphibious assault ships in all weather conditions and in surface conditions to sea state 5 using an encrypted, jam-proof datalink.

The NLS Director works closely with the IRAD investments team in the development and marketing of future technologies and continues to capture US-customer investment in Navigation/Landing markets (WAAS/JPALS) and grow international business - Expeditionary JPALS & International satellite-based augmentation systems (SBAS).

This position is responsible for execution of approximately $295M worth of development and production backlog across a variety of domestic and international programs with a total of $950M of total awarded program value. The position will require coordination across customers to include the United States Air Force, and international customers as well as cross RTX functional organizations that contribute to the program effort.

You'll Bring These Qualifications:

Basic Qualifications/Required Skills:

  • Typically requires a related University Degree or equivalent experience and a minimum of 16 years of prior relevant experience.

  • Experience managing complex software development projects, including program engineering/ program management or other supervisory responsibility leading multi-disciplined teams

  • Demonstrated success of leading large, complex programs valued at $200M+ (including domestic and international customer experience)

  • Demonstrated capture management and program execution experience

  • Strong coordination, organization, and teaming abilities

  • Strong leadership and communication skills, including negotiations experience.

  • Ability to lead a high-performing, diverse team, with a focus on employee career development

  • Working knowledge of program management financial fundamentals, including long range planning, Annual Operating Plan (AOP), budgets, Earned Value Management System (EVMS), New Business Investment (NBI) and Estimate to Complete / Estimate at Complete (ETCs / EACs)

  • Demonstrated experience establishing and maintaining good working relationships within all levels of the organization, including customers, prime contractor organizations, subcontractors, internal management, and support organizations.

  • Proficient in MS Office products to include Outlook, Word, PowerPoint, Project and Excel

  • Demonstrated success in creating innovative solutions as needs arise, a visionary who understands processes and how to reach and attain long-term goals.

    Desired Qualifications and Experience:

  • Certified in Program Management from the Program Management Institute

  • International program management experience

  • Master Degree in a business/accounting/finance/engineering.
