Raytheon Technologies Senior Manager, Contracts in Fullerton, California

Raytheon Intelligence & Space (RI&S) is seeking a successful candidate to be responsible for the capture and management of domestic and international contracts within the Air Traffic Systems (ATS) sub mission area.

The successful candidate will be responsible for leading functional support efforts for new capture opportunities. This role will also include contract administration responsibilities within the existing ATS portfolio. Both front-end and contract administration support will span across the entire ATS portfolio in the areas of Automation, Surveillance, and Navigation and Landing Systems. There will be an emphasis on Domestic competitive captures and new international DCS business with both existing DCS customers as well as new international and commercial customers.

The ATS Contracts team spans across the continental United States and this can be a hybrid remote position.

The Sr Manager, Contracts must be able to readily adapt in a challenging, dynamic environment dealing with complex contracting matters. Candidate must have the ability to work independently with minimal oversight, be able to research compliance issues, interpret regulations, and formulate recommendations. This assignment requires an ability to develop and maintain trusting relationships with external and internal customers ranging from Air Force, Army, DLA, FAA, OEMs, and international civil aviation organizations and commercial companies.

The individual in this role will be responsible for analyzing Request for Proposals (RFP)/Screening Information Requests (SIRs). This position will also be responsible for analyzing other business agreements and contracts with the U.S. Government and international and commercial companies. Additionally, responsibilities will include working closely with Program Managers and other program functions to construct, submit and negotiate pricing proposals, providing support to senior management regarding contractual and business issues, ensuring that negotiated terms and conditions comply with company policies, and advising management of contractual rights and obligations and mitigation of contractual/program risks.

Required Skills:

  • Ten or more years of experience in the fields of Contract Management, Negotiations, Program Management, Law or related fields

  • Experience in generating and negotiating complex proposals/contracts with various customers, including international and DCS customers, with an intimate understanding of terms and conditions

  • Provide support to front-end strategic assessment of business pursuits, including negotiation strategy

  • Excellent knowledge of and experience working with FAR, DFARS, TINA, ITAR, etc. and/or equivalent government regulations

  • Proficient in Microsoft Office® suite (primarily Word, PowerPoint, and Excel)

  • Proven ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectives

  • Excellent and effective written & verbal communication skills (formal correspondence to customers) with strong analytical skills and interpersonal skills

  • Ability to lead and work within a team and to foster teamwork and trust

  • Capable of multi-tasking and handling several assignments

  • Ability to research compliance issues, applicable regulations and laws, and formulate recommendations to management.

  • Ability to work in a fast-paced environment independently and with minimal oversight.

  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

  • Up to 10% travel to customer sites including some international

    Desired Skills:

    • International Direct Commercial Sales (DCS) Experience pursuing and negotiating new requirements

    • Experience working with EXIM, Business Development and OGC functions on international Due Diligence process

    • Experience applying the TermGuide to analyze unique terms and conditions

    • Demonstrated ability to develop and maintain high-performance relationships with internal and external stakeholders and customers

    • An organized and systematic approach to task management that enables timely closure of actions

    • Knowledge of program management principles

    Required Education:

    BA/BS in Business, Management, Business Law, Finance, Contracts, Legal Studies, or related discipline; JD or MBA a plus OR equivalent combination of education and experience 189288
