Raytheon Technologies Associate Director, Manufacturing Operations in Goleta, California

Raytheon Intelligence & Space in Goleta, California is seeking a Focal Plane Operations Process Line Leader who would be responsible for leading the overall manufacturing operations for the Raytheon Vision Systems (RVS) focal plane array manufacturing line consisting of multiple large and small programs running from technical development to production with annual revenue of approximately $300M. This position will lead both the factory manager and operations program managers (OPM) to predictably build product to meet daily/monthly revenue, on time delivery (OTD) and productivity targets. This leader drives manufacturing program execution including estimate at complete (EAC) and earned value (EV) performance, product deliveries, execution within annual operating plan (AOP), and achieving positive variance to budgets and rates. This role is also responsible for defining and executing RVS process line area manufacturing strategy, culture and results throughout operations and driving necessary continuous improvements in the business. This role will frequently engage with cross functional teams to sponsor continuous improvement efforts furthering the quality and the efficiency of the process line. They will also be responsible for helping to develop a robust staffing and talent development pipeline for appropriate build, test, and leadership competencies. The Factory Manager and OPMs will report directly to this role. This requires a great deal of coordination across functions and with other process lines to ensure sufficient support.

This leader will set vision, think strategically, and implement necessary improvements to improve cycle-time and cost across their areas of responsibility. This leader will lead projects where cost and schedule requirements make driving near term and long-term results and will have to influence business decisions of functional leadership to drive and execute successful change. This will include having to influence leaders up to VP level, requiring the use of data and understand what levers are needed to make a case for change and present business case and ROI to the leaders of other organizations.

The Focal Plane Process Line Leader is a member of the RVS Operations Leadership Team, with responsibilities including site level strategy and communication, shopload/staffing forecasts, identifying and submitting capital expenditure requests, facility plans, Risk Review Board, Corrective Action Board, and site safety initiatives.

Required Skills:

  • Minimum of 12 years of professional experience in a manufacturing environment.

  • Excellent communicator and team-builder with strong interpersonal, negotiation, leadership and organizational skills.

  • Proven success leading manufacturing teams in a rapidly changing and demanding environment as a proactive problem solver.

  • Comprehensive business strategist with an ability to identify and implement strategy improvements to positively impact the bottom line

  • Demonstrated experience with lean principles and guiding change efforts to support cultural and productivity improvements.

  • Change agent who courageously stands up and takes action, is high energy and possesses a strong sense of urgency

  • U.S. Citizenship status is required as this position will require the ability to access U.S. only data systems

Desired Skills:

  • Minimum of 5 years proven operations leadership experience in a cross-functional manufacturing environment

  • Detailed understanding of MRP applications and identifying the necessary tools to improve organizational effectiveness

  • Earned Value certification and Program Leadership Tier 4 Certification

  • Previous experience with high mix precision electromechanical/semiconductor products in a highly controlled operations environment

  • Experience with and advanced training in lean manufacturing concepts and techniques

  • Proven ability to perform data mining and analysis to prioritize and drive continuous improvement.

Required Education:

  • BS or BA degree from an accredited university

Desired Education

  • BS or BA degree in Business, Science, Technology, Engineering or Mathematics or related field

  • MBA degree highly desirable
