Raytheon Technologies Associate Director, Supply Chain Management in Goleta, California
Raytheon is looking for an experienced Associate Director, Supply Chain Management to support Self Protect Programs (SPS) product area programs. The candidate will be responsible for guiding the Supply Chain content to achieve all SPS programs’ goals regarding cost, schedule, while achieving and improving all financial goals. This team member will be on the staff of the Electronic Warfare Systems Mission Area Supply Chain Sr. Director, as well as, the SPS Product Area Vice President. The Associate Director will advise on material strategies, plans, and supplier risk management activities. They will support all implementation and captures and will lead all MPM teams assigned to the program areas. This Associate Director is responsible for developing and executing supply chain strategies for program implementation including plans for all capture/proposal efforts & program implementation within SPS. The Associate Director will serve as the liaison between the Program Managers, IPTs, and the Supply Chain organization. They will be responsible for the development, supply chain goals, company goals, coordination, and implementation of all program material strategies. The Associate Director will serve as the leader for all supply chain activities within the SPS Product Line. Candidate will manage and lead front end of the business SCM activities including early supply chain organization involvement and early supplier involvement. The position requires a person who will be able to exert influence and have an effect on the overall objectives and long-range goals of SPS.
Responsibilities will include, but are not limited to:
•Manage a team of Supply Chain Professionals regarding their development and productivity for the program areas which includes performing all reviews, manpower management, and personnel development.
•Responsible to the customer and program organization to meet all material contract targets (technical, cost, schedule)
•Manage, develop, and lead supply chain proposal activities including task descriptions and basis of estimates that match the PTW strategies
•Responsible for robust customer communications and developing customer relationships
•Responsible for robust supplier communications and developing supplier relationships
•Work collaboratively with your team and all other functions to ensure that cost estimates and EACs are accurate, processes are being followed, and staffing is appropriate for implementation
•Establishes the material priorities across the Product Area
•Provide comprehensive Supply Chain support and reviews for Gates 0-11 activities and ensures IPDS compliance for the programs and tailoring when applicable. Key activities include financial management (i.e., EV, budgets, targets, working capital, material sales forecasts, etc.)
•Overall ownership of the supplier management process (i.e., Supplier Risk/Opportunity Management Plan, supplier performance, Small Business plan development and implementation, metrics, international issues, develop/evaluate the MB/MW plan, the Collaborative Agreement process, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
•Minimum of 12 years of experience in Supply Chain, Project Management, Program Management, Engineering, Finance, or other related Defense or Commercial work experience
•Experience guiding teams in large matrixed organizations
•Experience guiding or working in an Integrated Product or Project Team environment
•Experience with Supplier organization; Subcontract management; Program Management, Finance or Engineering and all with some type of fiscal responsibilities
•Experience with supply chain and related systems, procurement, production control/material planning, receiving, cost estimating, logistics, and/or finance
•Experience translating customer requirements into statements of work for completeness and conformance to program requirements
•Experience in Estimate At Complete (EAC) and Earned Value Management
•Experience developing & executing Risk/Opportunity plans to meet program goals
•Experience developing & executing the make/buy/where process
•Experience interfacing with external customers and all levels of internal organization
•Proficiency in Microsoft Office products (Word, Excel, Power Point)
•U.S. Citizenship status is required as this position requires the ability to obtain a Secret U.S. Security Clearance within one year of start date
•Knowledge of US Government acquisition laws and regulations
•Experience with international direct commercial or foreign military sales
•Experience working development or transition to production programs
•Demonstrated project management skills
•Experience with developing and analyzing performance metrics as well as experience proactively addressing associated program and functional issues.
•Raytheon Six Sigma Specialist/Six Sigma Green Belt qualified or its equivalent
•Technical knowledge of hardware as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
•Fluency in Raytheon systems, process, and procedure
•Level 3 (minimum) Certified Material Program Manager, Program management certification or equivalent
•Existing Secret clearance
Required Education (including Major):
•Bachelor's Degree in Supply Chain Management, Engineering, Operations or related Business Degree
