Raytheon Technologies Contracts Manager in Goleta, California

Raytheon Intelligence and Space, Self Protect Systems, has an exciting opportunity for a Contracts Manager, responsible for supporting the capture and execution of a variety of contracts within our Emerging Programs portfolio. This position will be located at the Goleta/ Santa Barbara site, and relocation assistance is available for the right candidate!
The Emerging Programs portfolio includes Development, EMD, Production, and Sustainment contracts, so there is always something new to learn. Contract types include both Cost and Fixed type Incentive Contracts, Other Transaction Agreements (OTA), Inter-organizational Transfers (IOTs), IDIQ’s, and includes multiple USG and Prime Customers. The candidate will be responsible for interfacing with USG agencies in the procurement and execution process as well as other partners including other Raytheon locations, Consortiums, and other DoD Prime Contractors. It is expected that the Contract Manager will proactively engage with program teams and customers to ensure that the program is always executing within its contract requirements (including cost objectives, schedule requirements for deliverables, terms and conditions, and statement of work requirements). The Contract Manager will use sound business acumen and program knowledge to understand program performance, provide guidance, recommendations, and influence outcomes to achieve desired results. This role requires the skill to recognize contractual issues early in program performance in order to develop recommendations to implement solutions, carry them to completion, while exercising good judgement with minimal supervision.
This person should possess experience with Department of Defense (DoD) Contracting including developing negotiation strategies, intellectual property, and have an understanding of FAR and DFAR requirements. The ideal candidate will have contracts, program management, and leadership skills including:
Providing strategic thought leadership to develop innovative contracts solutions which will result in achieving program and business area objectives.
Engaging in strategic assessment of business pursuits, proposal preparation, contract negotiations and contract management.
Developing strategies for business pursuits.
Ensuring successful governance/compliance
Display an advanced understanding of business relationships and contract structures, while demonstrating an exemplary level of business acumen.
Differentiate between routine and non-routine contract elements and terms, and be able to make recommended solutions.
Minimum of 8 years of professional contracts or related experience
Extensive experience with USG and Prime contracting
Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and equivalent U.S. Government regulations
Experience in change management, requests for equitable adjustments (REAs), engineering change proposals (ECPs), dispute resolution and negotiations
Experience in various contract types
Ability to interpret, comply, and advise on company policies and procedures
Good problem-solving skills, excellent interpersonal skills, and excellent written and verbal communication skills
High level of proficiency with MS Office applications
Ability to work independently with limited oversight
U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
Knowledge of Raytheon Intelligence and Space procedures, processes, and tools
Active Secret Clearance
BS/BA degree in Business Administration, Finance or other related degree or applicable work experience
