Raytheon Technologies Department Manager - Systems Engineering Integration & Test in Goleta, California

Raytheon Visions Systems is seeking a Manager for the Systems Engineering Department. This role is directly responsible for the results and effectiveness of all system engineering activities at the RVS site including accountability for implementation of excellent Systems Engineering practices, engineering execution for cost and schedule on development programs, leadership and technical support for production programs. The System Engineering department partners with RVS hardware design teams for management of design requirements, product extensiveness and adequate design margin. This position reports to the RVS Engineering Director and supports the Hardware Design and Manufacturing activities and works in cross functional teams partnering with areas such as Supply Chain Management (SCM), Focal Plane Operations (FPO) and Vision Systems Manufacturing Center (VSMC). The SE Department supports RVS leadership alignment to define and achieve the strategic vision. The department is comprised of approximately 50 employees and provides a wide range of general System Engineering work products in support of Vision Systems’ high technology Electro Optics portfolio.

Key Responsibilities (Essential Functions):

• Provide effective guidance, coaching and leadership to Section Heads and IPTLs to ensure effective communications and for effective execution of the bid/proposal process and utilization of EVMS, IMS and IMP tools

• Provide engineering oversight to projects through the planning and leadership of project design reviews and peer reviews, including technical briefings to internal leadership and external customers

• Ensure appropriate staff development through effective performance management including goal setting, career development, compensation, ranking & rating, employee training, and developmental task assignments

Required Experience & Skills:

• 12 years of engineering experience to include leadership roles with excellent technical and management background. Strong leadership skills.

• Technical excellence: EO/IR detector / system design, EO/IR Component Hardware Design, Optical. Opto-Mechanical, Cryogenics and EO/IR Detector testing and evaluations

• Thorough knowledge of EO/IR product development, cleanroom factory processes, Key suppliers within the industry

• Thorough knowledge of DOORs, EVMS, development of budgets, task planning milestone development, and budget management

• Proven background in design compliance during design/development

• Experience utilizing process tasks/tools such as project and program planning

• Excellent interpersonal skills with the ability to interact positively with peers, suppliers, management, and customers in a team environment

• Proven experience in balancing engineering requirements, process discipline and innovation for rapid development and program success

• Ability to effectively work multiple tasks and priorities

• Exceptional written and verbal communication skills

• Must currently have or be able to obtain a DoD issued Secret Security Clearance

Degree Requirements:

BS in Engineering, Physics, or related engineering degree

Desired Skills:

• Advanced degree in engineering, math, physics, or related engineering degree

• Expert knowledge and experience leading a multi-disciplined department

• Hands on Experience in developing and/or testing EO/IR detector products

• Familiarity with Standard tools and processes

• Excellent systems engineering thinking with good analytical skills

• Able to network/influence outside RVS Engineering Directorate with other design organizations in RTX along with customer labs and research centers
