Raytheon Technologies Manager III-Program Management in Goleta, California

Join our Advanced Programs (AP) and Electronic Warfare Systems (EWS) Program Operations teams and contribute to the support of national defense.

This Operations position supports the program area team, program customers, program managers, and other functional managers and is responsible to support the successful Operations execution within this program area. This position is responsible for developing Operations vision and strategy for one or more programs within the AP product line, working with the program team and Engineering. This position will focus on all tasks associated with Operations.

These tasks include, but are not limited to:

management of on time delivery, manufacturing plan creation; capacity analysis; recurring and non-recurring cost basis of estimates (BOE) and rationale development/analysis; manufacturing readiness assessment; creation of manufacturing maturation plans (MMP); identification and planning of operations related investment required to achieve price to win (PTW) and MMP; capital deployment planning and management; influencing design to achieve cost and schedule targets through DFMA/DTC/DTUPC and producability studies; transition to production planning; and transition planning of existing work to other factories.

This position is responsible for executing integrated operations strategy for programs within the AP product line under the EWS mission area to support program deliveries, including transition to production for development programs, accountability for on-time delivery, and driving requirements standards for the full suite of customer solutions to maximize productivity and cost effectiveness. This position helps develop the program vision and strategy with the program team and works with RIS Consolidated Manufacturing Centers to ensure smooth transition to production and profitable execution of the product line’s programs.

Responsibilities include but are not limited to:

Operations focal point at the program level •

Approval for program level gates and EAC •

Program forecast communications to factories; PROP coordination •

Program capital forecast and execution •

Program inventory AR tracking to completion for internal suppliers •

Responsible to assure product platforms align with Operations strategies •

Engages functional expertise within Operations to develop proposals, from factories to facilities •

Timely gate 4 win strategy flow down to factories/Operations performers •

Engages in product development, producability, testability and how and where to make •

Develops capital investment requirements to produce new products •

Supports Engineering for development work (lab/RSIL/space) •

Focal point for Operations in new product development and launch to manufacturing •

Responsible to assure Operations factories are ready for start up – value stream, tooling & test equipment •

Assure all requirements and plans are communicated to the Operations team members •

Focal point for Operations when new requirements bring changes to existing products that require development •

Provides leadership for Operations through new product upgrade production readiness review gate 10 •

Outline leadership to Operations Program Managers (OPM) as production readiness review gate 10

This role reports into the EWS Sr Program Operations Manager for the AP product line.

Required Skills:

10 years minimum work experience in Operations, Engineering, Supply Chain, or Program Management

Leadership and team building experience •

Ability to adeptly use influence without authority in a matrix organizational structure •

Knowledge of EAC (Estimate At Complete) development •

Transition to Production experience •

Experience conducting make-buy-wheres •

Strong command of the integrated product development system (IPDS) •

Understanding of partnering between program management and Operations/manufacturing •

U.S. citizenship status is required as this position requires the ability to obtain Secret U.S. Security Clearance within one

year of start date

Desired Skills:

Knowledge of program management practices •

Expertise in gates 3 through 10 •

Existing/active DOD SECRET security clearance

Required Education : Bachelor’s degree from an accredited university or college

Desired Education:

Bachelor of Science STEM degree from an accredited university or college with a major in Engineering, Science, or Mathematics or related technical field or MBA
