Raytheon Technologies RF Engineering Section Manager in Goleta, California

We are seeking an Engineering Manager to lead a highly motivated team of RF / Microwave Engineers in the EW RF Subsystem Design and Development section within the Electronic Warfare (EW) Systems SPS/IEWS Hardware Department. The section specializes in the design, integration, verification, and production of RF / Microwave subsystems for airborne platforms. The candidate will oversee the RF engineering discipline supporting a variety of programs in Goleta. Key interfaces will be with other sections across the Department, other Engineering disciplines, as well as internal customers leading the supporting programs. This position will be located in Goleta, CA.

The Section Manager (SM) is a key technical contributor to the programs and products supported by the section and in addition, performs direct line management activities for approximately 12 – 15 engineers. These SM activities include career and performance development, mentoring, training, tool and process development, resource allocation, and championing the use of established procedures, processes and instructions. The SM serves as a liaison to the programs, ensuring program success along technical, cost and schedule parameters, as well as overseeing section member job assignments, performance, and recognition.

Responsibilities include coordinating program staffing needs and optimizing staffing across skills and experience to meet demand for multiple programs. The SM will be accountable for requirements flow to specification, robust engineering work products, and peer reviewed documented engineering trades for all section members. In addition, the SM will team with the Department Manager in the execution of the Center and RSI Engineering goals, and will be expected to actively participate in Department and Center level meetings. The SM, like his section members, should have demonstrable expertise in Subsystems Electrical Engineering, including design development and leadership experience. The SM will engage regularly with program office personnel in producing cost and technical proposals, with IPTLs in producing EACs, and will facilitate department/center level approvals. The SM will also be responsible for developing and maintaining technical roadmaps and leadership of those in his/her section.

The candidate must have an outstanding ability to provide technical guidance and act as a mentor to their staff. The candidate must be adept at making technical presentations and at establishing customer relationships. The candidate shall be a highly motivated “self-starter” able to lead by example, possessing strong interpersonal, written and verbal communication skills, and maintain positive relationships and satisfaction with functional and program leadership.

Required Skills:

  • Minimum of 10 years of Electrical Engineering RF / Microwave Design, Development and Implementation of Defense-related Electronic Systems.

  • Broad based RF / Microwave engineering experience, spanning design, production and support phases of DoD programs. Including the design and development of RF / Microwave electronic sub-systems including simulation techniques.

  • Experience interfacing and communicating with customers (internal/external), regarding assessments of program performance (technical, cost and schedule).

  • Previous experience as technical manager or leader of a technical team.

  • Experience with managing budget and schedule (Earned Value Management (EVM).

  • U.S. Citizenship is required as this position will require a DoD Secret Security Clearance within 1st year of employment.

    Desired Skills:

  • Experience with EW/Radar Systems and products.

  • Experience with Digital Design / Analog design.

  • Experience with using RF/Microwave test equipment such as a Network Analyzer with calibrations kits, Spectrum Analyzer, Signal Generator, RF Power Meter or Oscilloscope.

  • Experience developing BOEs for proposals and providing proposal technical volume leadership.

  • Proficiency in Pro-Engineer/CREO or similar modeling tools.

  • Proficiency with Parts Management and Materials and Process Engineering.

  • Knowledge of CMMI, IPDS and 6 sigma process.

    Typically Required Education (including Major):

  • Bachelor of Science degree in Electrical Engineering or equivalent.

    Typically Desired Education:

  • M.S. in Electrical Engineering or equivalent.

  • M.S. in Engineering Management.

    This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
