Raytheon Technologies Section Manager, Systems Engineering in Goleta, California

We are seeking a Manager Systems Engineering/Section Manager for the Advanced Concepts and Technology (ACT) Mission Area!

The selected Manager Systems Engineering/Section Manager (SM) may be a key technical contributor to the programs supported by the section and in addition, perform direct line management activities for approximately 10-15 engineers. This role ensures effective implementation of discipline's performance on programs supported by the resources within the section. This may include ensuring meeting technical requirements and cost and schedule constraints; encouraging effective collaboration with other engineering disciplines across the organization; growing and developing talent and capabilities of employees within the section. Section members may have domain knowledge in Advanced Radar Systems, Advanced Mode and Signal Processing for Radars and EO/IR Sensors, Modeling and Simulation, Product Development and Demonstration.

Section Manager (SM) Responsibilities Highlights:

• Overall ownership of respective engineering section to include approximately 10-20 employees performance on program(s) within the section. To include:

  • Performance and career development discussions (technical growth and guidance/soft-skills development)

  • Mentoring, guidance, and training opportunities

• Overall quality of engineering work products generated; ensuring appropriate use of design principles and engineering practices in accordance with RI&S Management System (MS) policies and work instructions (as tailored by the programs)

• Accurately scope/cost estimation creation/support/review tied to proposals and EACs

• Regularly engage and cultivate change to achieve implementation excellence and resolve critical issues

People Management Responsibilities Highlights:

• Conduct and log at least two safety engagements per month to promote a safety-focused mindset across all activities throughout the organization

• Verify accurate time reporting and conduct time card approvals

• Cultivate a diverse and inclusive culture and encourage everyone to raise issues early, promote alternative points of view, and leverage the enterprise and employee resource groups to develop effective solutions

• Demonstrate the effective use of the expertise of Fellows and Subject Matter Expertise in delivery of work to Integrated Product Teams

• Promote a culture of continuous learning and mentorship

• Ensure an appropriate rewards and recognition plan and mindset throughout the organization

• Establish and maintain a functional, high performance section through trust and collaboration

The successful Manager Systems Engineering/Section Manager candidate will continue to develop their technical domain and program leadership skills while performing in the Section Manager role. The SM role is funded at a 20% level; the candidate will maintain individual contributor or program leadership responsibilities for the remaining 80% of their weekly schedule. Domain knowledge in Advanced Radars, Advanced Signal Processing, Advanced Electronic Warfare, Advanced Communications Systems, and/or Advanced EO/IR Systems will provide the candidate the ability to deliver as an individual contributor on ACT programs.

Clearance Requirements:

An active and in-scope Secret U.S. security clearance

Work Location:

Required Skills:

• Experience in Systems, Software or Hardware engineering

• Experienced presenter with prior responsibility for dealing with customers, management, technical staff, and internal / external organizations

• Working knowledge of EVMS, IMS, & staffing resources for managing programs

• Demonstrated leadership experience in a fast paced development environment with a number of active programs with varying program and functional priorities

• Experience in multiple program phases such as capture, development, or sustainment

• Exposure to risk and opportunity analysis, tracking, or mitigation

• Excellent organization, coordination, planning, and team building skills

Desired Skills:

• Development and implementation of Systems Engineering artifacts such as architecture development, requirements development and decomposition, modeling and simulation, implementation of trade studies, subsystem and system integration, test program planning and implementation

• Experience in proposal development, Engineering Change Proposal, Basis of Estimate development, or other contract deliverable artifacts

• EVMS and BOE Approver certification

• Cost Account Manager experience

• Integrated Product Team Lead (IPTL), Chief Engineer(CE), Principal Investigator(PI) or Program Management(PM) experience

• Regularly engages, guides change to achieve implementation excellence and solve critical issues

Required Education:

8 years of relevant experience with a BS degree (STEM - Science, Technology, Engineering or Mathematics, preferred); or 6 years of relevant experience with a MS degree (STEM - Science, Technology, Engineering or Mathematics, preferred)
