Raytheon Technologies Operations & Plans Analyst in Hohenfels, Germany

JOB DESCRIPTION:

The Operations and Plans Analyst is a military subject matter expert (SME) and supporting member of the JMRC staff. They apply their extensive military experience and training skills in Joint Exercise Life Cycle (JELC) planning cycle through exercise design to implementation and recovery for each exercise. They provide advice and recommend solutions to military and contract operators and planners. The Operations and Plans Analyst will collect and analyze performance metrics and exercise data building a database of “lessons learned” extracted from the Management Information System, After Action Reviews (AARS), meeting and briefing notes, staff memoranda, executive summaries and other sources. The Operations and Plans Analyst will utilize pertinent data and lessons learned to develop recommendations for the JMRC staff, develop concepts of support, and improve current and future exercise planning, resourcing, and services. The Analyst SME regularly participates in the Rotation Mission Support (RMS) planning, coordination, and implementation oversight of support services.

REQUIRED SKILLS:

  • Performs analysis, develops plans, and facilitates integration/implementation of JMRC exercise support functions described in Performance Work Statement.

  • Reviews, coordinates, and integrates actions desired to support current and future JMRC training missions applying SME to facilitate optimal support performance and product delivery.

  • Participates as military and RMS SME in Joint Exercise Planning Cycle (JELC) process and works with JELC members in analysis and planning process between exercise planning events. Collects and analyzes data from these JELC events to include exercise implementation as well as data from numerous other inputs.

  • Receives and assesses changes to exercise scenarios, operations and support requirements. Chooses resource impacts during implementation phase. Advises and coordinates with JMRC Operations Group entities, US Government, other contractors and RMS Contractor Team to mitigate adverse impacts and optimize support capabilities in timely manner.

  • Participates in a range of different After Action Reviews, including those conducted by JMRC OPS Group and staff, Observer Controllers and RMS functional area AARs. Gathers and analyzes data to improve processes and procedures as well as shaping future support decisions.

  • Identifies, researches and analyzes operational and logistics issues affecting training and operations.

  • Coordinates and collaborates with functional teams and other stakeholders.

  • Recommends and follows-up on solution implementation with stakeholder including JMRC Operations Group entities, U.S. Government, other contractors and RMS Contractor Team. Contributes to Continuing Improvement Process that is necessary to successful mission support in JMRC’s dynamic environment.

  • Develops, writes, edits and modifies comprehensive Rotation Mission Support (RMS) organizational procedures and processes to effectively, efficiently and responsively accomplish RMS support of military exercise requirements and associated deliverables.

  • Synchronizes and coordinates the labor and material assets necessary to support deployment of desired support resources outside the local Hohenfels Training Area.

    DESIRED SKILLS:

  • Former military officer or Senior Non-Commissioned Officer with experience and knowledge in US military operations, planning, training and logistical support.

  • Doctrinal knowledge of US and NATO operations.

  • Practical knowledge and understanding of U.S. Army Combat Training Center, combat training simulators, training systems, U.S. Army combat vehicles and U.S. Army weapon systems.

  • Possess the level of communication skills required to effectively and efficiently brief military and civilian leadership via written products or oral presentations.

  • Possess a SECRET clearance.

    REQUIRED EDUCATION:

  • Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 4 - 6 years of specialized experience; OR 10 years of specialized experience.

    This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
