We are currently seeking a senior Program Chief, EVA and Crew Support to support our Intelligence, Surveillance, Reconnaissance and Space Solutions Business Unit. The Program Chief is the primary technical interface to high level government and industry customers. This individual will have primary accountability for alignment of the value stream technical requirements and product offerings for the programs across the Value Stream, including overall cost and schedule targets.

The Program Chief leads the full lifecycle of the engineering development activities. He/she is accountable for ensuring customer requirements are understood, aligned with the business strategy, and our systems can meet all system requirements.

The Program Chief acts as the technical point of contact to the program, customer, partners and regulatory agencies. The Program Chief Engineer will be accountable for ensuring solid planning (good technical baseline and accurate estimates) in the proposal phase and for performance of the engineering team to plan.

The Program Chief Engineer ensures technology investments are aligned with the Value Stream strategy and is responsible for engineering across the entire life cycle of the program. The Program Chief works with the site engineering managers to ensure the programs are staffed to plan. The person in this role is accountable to resolve technical conflicts and issues, and to ensure the development and maintenance of technical risk analysis methods and gap closure plans.

Primary Responsibilities:

  • Key engineering interface with customers for Value Stream including development of plans for the advancement of products to meet future customer needs including support of Value Stream strategy development and technology road-mapping events

  • Review and approval of formal program technical communication and documentation with Customer

  • Supports the Strategic Value Stream Lead’s change management process with impact assessments, trade studies, and assertions as it pertains to the Value Stream

  • Primary customer technical interface for the Value Stream

  • Accountable for portfolio programs cost, schedule and risk management performance

  • Accountable for the direction and oversight of portfolio trade studies to assure strategic alignment

  • Accountable for providing technical direction to a single or multiple integrated project/product line teams to execute product line plans

  • Accountable for analyzing portfolio problems and to develop recommendations to modify project plans to mitigate and resolve issues.

  • Responsible for afteraction review of major program losses and report out to senior leadership

  • Responsible for supporting market analysis documentation

  • Serves as a representative to the Advanced Technology organization and seeks alignment between business strategies as the advanced technologies and programs are being executed

  • Ensure adherence to international trade compliance polices and procedures

  • Ensure the protection of Collins Aerospace and safeguard of customer and supplier/partner intellectual property


  • Bachelor’s degree from an accredited institution and 10 years of relevant experience OR

  • Advance degree from an accredited institution and 8 years of relevant experience OR

  • In absence of a degree, 14 years of relevant experience is required


  • Strong aerospace engineering background with technical knowledge in environmental control and thermal control systems, and/or thrust vector control systems preferred

  • Strong customer and internal stakeholder relationships

  • Strong communication skills and ability to work across the organization and various disciplines, including Engineering, Quality, Business Development, Operations, and PP&C

  • Ability to communicate complex technical subjects with clarity and precision

  • Ability to lead and coach IPT leaders to develop core leadership skills and innovative solutions to problems

  • Strategic thinking with a bias for action

  • Must be a US Citizen

Preferred Qualifications:

  • Advance degree from an accredited institution and 8 years of relevant experience OR

  • In absence of a degree, 14 years of relevant experience is preferred
