Raytheon Missiles & Defense (RMD) has an opening for a Manager, Program Contracts in its Strategic Missile Defense (SMD) Mission Area. Standard Missile 3 (SM-3) is a ship-based missile system used by the United States Navy to intercept short- and intermediate-range ballistic missiles as a part of Aegis Ballistic Missile Defense System. The program is managed by the Missile Defense Agency. This role offers unique opportunities to contribute to the critical, multi-billion dollar SM-3 BLK IA/IB missile defense system.

The successful candidate will be an integral part of the program leadership team, responsible for contractual management of all SM-3 BLK IA/IB Production and Sustainment activities. The successful candidate’s duties will include supervisory responsibility for SM-3 BLK IA/IB contracts personnel, a lead role in customer engagement and collaboration, complex change management, Request for Proposal (RFP) assessment, contract negotiation, and contract metrics tracking. The selected candidate will advise management of contractual rights and obligations and means to mitigate contractual/program risks. In addition, the successful candidate may be required to support additional front end of the business initiatives and pursuits within the Strategic Engagement Systems (SES) Portfolio.

Responsibilities include working closely with Program Managers and Business/Estimating functions to construct, submit and negotiate pricing proposals; formal correspondence; providing support to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies while creating quality business results.

This program is based in Huntsville, AL, and Tucson, AZ, however the role can be performed remotely with moderate travel required.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year

The candidate in this role is expected to poses the following:

  • A proven track record of success in domestic contracting including terms and conditions, FAR/DFARS, employing policies and procedures, and Risk Mitigation

  • Ability to understand the financial aspects of contracts and other business arrangements; ability to contribute to negotiation strategy and possess strong negotiation skill

  • Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills, and track record of responsiveness

  • Ability to work within a team and to foster teamwork and trust

  • Capable of managing several assignments concurrently

  • Computer proficiency, experience in Microsoft Word, Excel, Power Point, and shared data bases

    Required Skills:

  • 10 years of experience in domestic contract administration, including proposal preparation and contract negotiation.

  • BA/BS in Business, Finance, or related field (Master’s degree may be considered in lieu of 2 yrs of experience)

  • Experience with domestic contracting including terms and conditions, FAR/DFARS, employing policies and procedures, and Risk Mitigation

  • U.S. Citizenship is required

  • DoD Secret Clearance or ability to obtain DoD Secret Clearance

    Desired Skills :

  • Existing US Government issued security clearance

  • JD and MBA a plus

    This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations, and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
