Raytheon Technologies Supply Chain Manager in Indianapolis, Indiana
Raytheon Intelligence and Space (RIS) Secure Sensor Solutions group is looking for a mid-level Material Program Manager (MPM). In this role, the MPM will need to be an excellent leader with demonstrated project management, critical thinking skills and be directly accountable for ensuring overall supplier performance. The MPM must be a self-starter, capable of developing and achieving organizational and program goals, and must be able to successfully interface with all levels of internal administration, including supplier management.
The MPM will serve as the leader for all programs’ supply chain activities and is the liaison between the Program Manager(s), Integrated Product Teams (IPT) and other functional leads, and the Supply Chain organization. The MPM will be a member of the program office that participates in Program Performance Reviews (PPR), Program Change Control Board (PCCB), Risk & Opportunity Review Board, and Engineering Review Board (ERB). The MPM is also responsible for the development, coordination, and implementation of all program material strategies, Supply Chain targets, and company goals. The MPM will work closely with Engineering, Quality and Operations to create common schedules based on Material Requirements Planning (MRP). Responsibilities span from the front end of the business Supply Chain activities through contract closure. The MPM must be able to exert influence and have an effect on the overall goals and long-range goals of the program and the program IPT team.
The MPM should have supplier ownership, financial, contracting, or negotiating experience or have had project management responsibilities. Responsibilities include, but are not limited to:
•Risk and Opportunity ownership, personnel administration, briefing in customer forums, and the ability to work in cross-functional teams.
•Developing and executing supply chain strategies and plans
•Creating, managing, and executing material program strategy (MPS) and the material program plan (MPP).
•Providing comprehensive Supply Chain support for Gates 0-11 activities and ensuring compliance for the programs and tailoring when applicable.
•Overall ownership of the supplier administration process including supplier performance, SCM metrics, international issues, Make/Buy Where plan, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
•Developing and guiding supply chain proposal activities including task descriptions and bases of estimates
•Developing and executing risk/opportunity plans to meet program targets
•Identifying and developing opportunities for small business participation
•Monitoring and proactively addressing performance and financial metrics including those related to cost, schedule, quality, and EVMS.
•Developing and tracking budgets, targets, working capital, initiating, and maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP).
•Acting as the Control Account Manager (CAM) for material and SCM labor.
•Flowing down Supplier Management Best Practices to suppliers which include risk mitigation and subcontract organization plans.
•Collaborating with other S3 programs to improve efficiency of program implementation including radar commonality.
•Minimum 4 years directly related work experience in Supply Chain or related work experience
•Experience in Microsoft Office (Word, Excel, PowerPoint)
•Experience guiding a team
•Understanding of government regulations (ie: FAR / DFARS, ITAR / EAR, TINA, etc)
•Demonstrated ability to resolve problems
•A person who can exert impact and have an effect on the overall goals and long-range goals of the program and the program IPT team
•Must be able to obtain Secret clearance within a reasonable amount of time from start date
•U.S. Citizenship status is required as this position will require the ability to access US only data systems, and will need a U.S. Secret Security Clearance within 1 year of start date
•Previous Procurement/Subcontracts experience
•Microsoft Project knowledge
•Experience with SAP/PRISM and the Supply Chain suite of resources
•Technical knowledge of related hardware applications, as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
•Experience developing statements of work (SOW) that are complete and conform to program requirements
•Major Subcontract, Contract or Program Management experience
•Experience collaborating with Subcontract Administrators and business key team members
•Fluency in Raytheon systems, process, and procedure
•Raytheon Six Sigma Specialist
Required Education (including Major):
•Bachelor’s Degree in Business Management, Engineering Management, Industrial Management, Supply Chain Management, Engineering-General or Industrial, Operations or other related field.
•Master's Degree (MA, MS, MBA) or equivalent
