The Operations Program Manager (OPM) is responsible for supporting the overall manufacturing operations for a large program or suite of programs within a product line portfolio with annual revenue in excess of $200M within the ICS Mission Area. This position is responsible for all aspects of Manufacturing Program implementation including EAC and EV performance, contract line item (CLIN) deliveries, follow through within annual operating plan (AOP), and achieving positive variance to budgets and rates. As the lead of the integrated product team for the program operations, the OPM is the primary interface for the Consolidated Manufacturing Center to the program administration team and cross-functional stakeholder. This position is responsible for the total program life cycle, from bid/proposal through development/EDM, transition to improve, production, and depot/sustainment. The OPM will make strategic decisions for the direction of the program related to manufacturing plans, including representing the factory in make buy/where decisions and technical/producibility trades and Cost Reduction Initiatives. It is also imperative the OPM has a comprehensive understanding of all aspects of the production organization concerned with the assembly and processing operations, including a thorough understanding of manufacturing related policies/procedures and quality and customer requirements. Significant interface is required with both internal and external customers at Monthly Business Reviews (MBRs), Gates, EACs, Program Management Reviews (PMRs), and customer visits/tours. The OPM will be responsible for all aspects of the internal program(s) being led.

This includes but is not limited to the following responsibilities:

• Monitor and control budget; Estimate at Complete (EAC) development, analysis and presentation, and understanding and use of Earned Value Management (EVM)

• Support Integrated Product Development System (IPDS) gate activities and administration, including bid and proposal activities and risk and opportunity overseeing

• Recommend changes in product design, tooling and manufacturing methods to improve programs

• Effective communicator, able to improve meaningful relationships and work with personnel at all organizational levels, functional stakeholders, and internal and external customers; leader of production planning, problem resolution, and process improvement, including cost reduction initiatives (CRIs)

• Demonstrated initiative, perseverance, and creativity in problem solving, strategic planning, project and deadline administration, and utilization of business system resources

• Thorough problem-solving skills and ability to use data and information to convey a concise message to team members and guidance

• A excellent working knowledge of Microsoft Office (i.e., Word, Excel, and PowerPoint); Ability to manipulate and process reports and work artifacts with large amount of data

• Ability to obtain a U.S. Security Clearance

Required Skills:

• A minimum of 10 years related work experience

• Experience supporting in an operations, manufacturing, program, cross-functional, or equivalent environment

• IPDS Experience and excellent financial acumen

• Ability to facilitate results through a cross-functional team

• Ability to work across geographical boundaries

• Exceptional communication, writing, and presentation skills

• Earned Value Certification

Desired Skills:

• Program Leadership Certification

• Computer proficiency and demonstrated ability to learn new software applications

• Familiarity with scheduling and Manufacturing Resource Planning (MRP) systems

• Familiarity with Supply Chain Management

• Strategic and visionary planning, develop relationships and achieve buy-in from all relevant parties

Required Education: BS or BA degree in a Science, Technology, Engineering or Mathematics or related discipline.

Master’s degree highly recommended
