We are seeking a Special Access Program (SAP) Security Self-Inspection/Validation Team Leader at our Raytheon Intelligence & Space facility in McKinney, TX. We want you to join our qualified and diverse team of professionals. This position will support multiple Special Access Programs, ensuring respective security programs remain compliant. We need a leader and team player who enjoys expanding and sharing their knowledge, and contributing to our success. You will be a partner with the sites’ Security teams, to ensure an effective and robust security program is achieved and sustained.

Job Responsibilities

  • Help develop, administer, and maintain a comprehensive SAP Security Self-Inspection/Validation Program in a fast-paced, deadline driven environment.

  • Enable a compliant security program by identifying weaknesses, and working with key stakeholders to mitigate or resolve gaps in preparation for customer inspections.

  • Conduct security self-inspections/validations, that include, but are not limited to, reviews of the following areas:

  • General Security:

  • Transportation and Transmission of Classified Materials

  • Insider Threat

  • CI Awareness processes

  • Visitor Control

  • DD Form 254s, Standard Operating Procedures (SOPs), Program Protection Plans (PPPs), and Waivers

  • Classification Management – Derivative Training process, Marking, Destruction, and Disposition

  • Top Secret Accountability

  • Security Incident and Tracking process

  • Security Awareness, Training and Education

  • Personnel Security:

  • Personnel Security Records

  • Personnel Security Database Integrity

  • Briefings and Debriefings, and associated processes

  • Required Training, Reporting Requirements and procedures

  • Physical Security:

  • Fixed Facility Checklists

  • MOAs, Co-Use/Joint-Use Agreements, Emergency Action Plans, Standard Operating Procedures (SOPs)

  • Physical inspection of walls, ceilings, ducts, pipes, vents, windows, access control, electrical power supply, and power supply back-up

  • Security Guard Force procedures, security in-depth and response measures to meet campus/site requirements

  • Inspection of Intrusion Detection System and Protected Distribution Systems

  • SAPF, SCIF and TEMPEST Accreditations

  • Other:

  • Effectively interface and collaborate with Security counterparts and leaders, program managers, product line leaders, and customer Security representatives

  • Develop corrective actions and follow to closure

  • Establish, maintain and leverage working relationships with internal and external customers, peers and senior management across multiple program sites and business units

  • Assist in presentation preparation for program status and reviews (internal and external)

  • Must understand, implement and ensure compliance with the DoD Manual 5205.07 Volumes 1-4, 5220.22-M NISPOM, JAFANs, JSIG, Intelligence Community Directives (ICDs), and related Security Guidance Manuals or Special Program Security Directives

  • Ability to travel to multiple sites/locations within the CONUS

Required Skills

  • U.S. Citizenship

  • Existing Top Secret Clearance or Current SSBI

  • 8 years of relevant professional experience

  • Must be able to obtain and maintain all accesses as required by the programs

  • Must be able to display tact, discretion and diplomacy in dealing with all levels of Raytheon and customer personnel

  • Self-starter, capable of multitasking and efficiently managing their time, requiring minimal levels of supervision

  • Excellent interpersonal skills and professional image

  • Clear and effective communication skills; computer, oral, written, and presentation

  • Refined teaming skills; understanding of team concepts

  • Ability to plan, schedule, and arrange activities in accomplishing objectives

  • Attention to detail and follow-through when completing tasks

  • Ability to analyze, develop and implement solutions to a variety of complex problems

    • SAP Security Experience; Program, Personnel and Physical Security.
  • Experience with the identification, development and oversight of appropriate SAP policies, processes and procedures

  • Experience effectively managing risk, cost, quality and schedule performance

  • Experience conducting comprehensive security self-inspections

  • Experience in professional engagements with internal and external customers

  • Experience with Microsoft Office suite; Word, Excel, PowerPoint, etc

  • Demonstrated ability to work with diverse people

Required Education

  • Bachelor’s degree from an accredited institution
