Program Management Excellence (PMX) has an opening for a Program Integrator (PI) that will report to Naval Surface and Undersea Systems (NSUS) directorate and to support the Mine Warfare product area. AN/AQS-20 Dash 9 program is focused on development, procurement, and installation of upgrade kits to the AN/AQS-20A mine hunting sonar making it a performance equivalent configuration of the AN/AQS-20C mine hunting sonar, with obsolescence updates
The PI is responsible for program integration, coordination, and control and direct engagement with the program team and functional partners, in pursuit of day-to-day program execution; advocating Program Management (PM) plans, processes, and business objectives; the implementation of PM best practices.
In concert with the Program Manager, Key responsibilities include:
Sets program strategy, vision and tactical direction for program execution by multi-functional team(s) and sub-contractors.
In the absence of PM, is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
Develops program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.
Sets budgetary guidelines and directs the performance of program task elements by developing program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.
Establishes standards and an executable program baseline using the approved business model and management tools.
Execute daily program cadence i.e., risk review boards, customer reviews, failure review boards, program milestones, and decision reviews to achieve contract commitments
Collaborate with colleagues to ensure integrated master schedule aligns with program strategies, objectives, and milestones
Capture staffing projections and work with Control Account Managers (CAMs) to meet program goals and timelines
Preparing, revising, updating and monitoring required documentation and analysis in compliance with contract requirements, Raytheon’s Integrated Product Development System (IPDS), Earned Value Management System (EVMS), Corporate and Business policies and procedures.
Identifying and implementing key program metrics and lead development of situational awareness reporting and management tools for program leadership teams to drive program success.
Coordinating program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)
Capturing and tracking program actions and working with action owners to ensure timely closure of actions.
Requires
travel domestically/internationally
Required Skills:
10 years of business, program, or project management professional experience
Project Management Professional (PMP) Certification
Earned Value Management certification
Experience with financial analysis tools and project management tools/systems or similar systems
Experience balancing technical costs and schedule constraints to achieve customer satisfaction
Experience with Microsoft Office Suite or similar Program Management tool systems
Must have an Active Secret Clearance
Required Education: Bachelor’s degree in Engineering, Business, Finance, or related field
Desired Skills:
Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward
Project Management Professional (PMP) Certification, or Raytheon Program Management Excellence (PMX) Certification level 6
Experience leading transition to production of updated design due to obsolescence and tech insertion
Demonstrated ability to resolve complex issues with cross-functional partners, i.e. Operations, Supply Chain
Demonstrated understanding of production processes
Ability to address multiple issues and set priorities
Experience in the Defense or Aerospace industry
Proposal capture experience
Working knowledge of contract formation and execution
Experience conducting international business
Demonstrated experience with Risk and Opportunity Management
Product lifecycle management experience
Prior experience supporting development, production and/or sustainment programs, preferably in the aerospace and defense industry
Demonstrated skills in planning and execution for both short-term requirements and long-term opportunities
Strong business acumen to proactively identify and resolve issues quickly and efficiently
Strong interpersonal skills with special focus on achieving active participation of appropriate individuals across the business
Strong team player with ability to lead cross-functional teams
Excellent written and verbal communication skills
Experience supporting programs and executing responsibilities in an Agile environment
Experience developing and reviewing cost proposals and synthesizing business review material for Management review and approval
Experience supporting production - supply chain, engineering, operations, quality, or program management
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
This position requires the eligibility to obtain a security clearance.
