Raytheon Technologies Raytheon/Aramco JV Executive Officer/Manager in Riyadh, Saudi Arabia

Saudi Aramco and Raytheon Technologies Company, through its subsidiary Raytheon Saudi Arabia, signed an agreement to establish a joint venture (JV) company that will develop and provide best-in-class cybersecurity services in Saudi Arabia and the region. The JV will market and provide integrated defensive cybersecurity software and hardware capabilities, and perform research and development activities. It will increase the cybersecurity protections available to Saudi Aramco, its suppliers, customers and affiliates. It will also help building world-class cyber capabilities in Saudi Arabia and the region.

JOB Purpose

The Executive Manager is the senior-most leader for the company. The Executive Manager is responsible for coordinating and driving the growth of the company’s cyber solutions in the Kingdom of Saudi Arabia (KSA) and Middle East- North Africa (MENA). This position will build relationships with commercial and government leaders to deliver cyber solutions and achieve company objectives.

Basic Job Requirements & Responsibilities

Managerial Responsibilities

  • Lead the organization to achieve the company mission

  • Develop and implement the KSA strategy consistent with Saudi Arabia’s Vision 2030

  • Develop and implement MENA strategy

  • Establish and execute short and long-term strategies that may require development of new processes, standards or practices to achieve business results

  • Overall accountability for profit and loss, to include growing the entity

  • Provide the Board of Managers with comprehensive, regular reports on the revenues and expenditures of the organization

  • Report to the Board on all aspects of the organization's activities

  • Ensure that the company’s values, quality, safety standards, and desired work ethic are also met uncompromisingly

    Core Responsibilities

  • Partner with senior market leaders and legislative officials in KSA and MENA

  • Drive company engagement and participation with industry and government committees, councils and studies

  • Oversee the planning, implementation and evaluation of the company's programs and services

  • Partner with business stakeholders to optimize offsets as growth opportunities

  • Monitor the day-to-day delivery of the programs and services to maintain or improve quality

  • Oversee the planning, implementation, execution and evaluation of special projects

  • Ensure the operations of the company meet the expectations of the Board

  • Implement strategies to meet the changing skills needed to address the structural changes in the labour market

  • Monitor the day-to-day delivery of the programs and services of the organization to maintain or improve quality

  • Work with the Chief Compliance Officer to implement a code of conduct and corporate compliance program in order to establish a top-down culture of compliance

    People Management

  • Establish and maintain the leadership team

  • Build organizational skill and responsiveness through leadership, communication, motivation and empowerment

  • Ensure that there are succession plans in place for all C-suite members, and execute a plan of local national succession

Educational Qualifications Basic Job Requirements & Responsibilities

Years of Experience

  • 15 years

  • Nature of Experience

  • Senior Commercial Leadership role of similar scope and size

  • Ministerial Level experience in government or quasi-governmental organization

    Language Skills

  • Fluency in Arabic

  • Fluency in English

    Technical Competencies

  • Direct knowledge of KSA and MENA customers, including relationships with senior market leaders, and regional industry executives

  • Understanding of regional target market base, geopolitical environment and cultural customers and norms

  • Broad understanding of product portfolio, technologies and services

  • Experience leading design, deployment, and operations of complex to highly complex information technology or similar systems.

  • Knowledge of international business practices including international contracts, compliance, and Saudi Arabia’s business environment

  • Advanced understanding of the procurement, fiscal and regulatory environment in Saudi Arabia and MENA

  • Understanding of offset requirements and ability to translate into strategic opportunities

  • Demonstrated success in meeting or exceeding established organization objectives

  • Demonstrated knowledge & experience of profit and loss, balance sheet and cash flow management, and general finance and budgeting.

    This position requires Saudi National who is eligible to obtain all required Authorizations.

    This position requires either a U.S. Person or a Non-US Person who is eligible to obtain any required Export Authorization.

    Raytheon is currently looking for talent to fill roles located in Riyadh, Saudi Arabia or Eastern Province, Saudi Arabia. It is contemplated that the employer in this case would be a planned Joint Venture between Raytheon and Saudi Aramco affiliated companies that has not yet formed and is subject to pre-formation regulatory clearances. Employment is contingent on formation of the Joint Venture and offers of employment will not be made by the Joint Venture until the formation is complete.

    Due to country and/or customer requirements, as a condition of employment for this position, the successful candidate will be required to get a COVID-19 vaccination and provide proof prior to his/her start date.
