Applicant will be responsible for key product strategies with a focus on the estimation and proposal process for new business and strategic product upgrades. The applicant will develop product strategies focusing on advancement of technology, strategic offering of existing products, and new product integrations with Collin’s other offerings that align with competitive positioning and customer need. Consistent with the strategic focus, the applicant will drive non-reoccurring and reoccurring engineering improvement activities, such as cost reduction and obsolescence redesign, on existing programs.

Primary Responsibilities:

Proposal Process

Proposal development and creation process from start to finish

Organizing and facilitating meetings with stakeholders as required

Providing status updates to team members and executives

Customer interface on pre-proposal activities with customers to communicate our value, understand their priorities, and translating this back in the strategy and proposal response

Proposal Content and Requirements

Ensuring proposal response content alignment with strategy, costs/estimates, and customer requirements

Requesting proposal response content from subject matter experts and other stakeholders

Proposal Review Process

Coordinating review process with key stakeholders

Ensuring proposals are delivered complete and on time

Tracking proposals through phases – request for information, quote, proposal

Organizing and archiving proposal documentation

Continuous Improvement

Improving engineering cost estimation process

Improving product cost estimation process

Basic Qualifications:

Previous experience working in a team environment and communicating across all levels of an organization

Bachelor’s degree and 10 years of relevant experience


Advance degree and 7 years of relevant experience


In absence of a degree, 14 years of relevant experience is required

Must be a U.S. Citizen

Preferred Qualifications:

Bachelor’s degree in Electrical Engineering

Master’s degree in Electrical or Digital Design or similar discipline

Aerospace experience

Familiarity with DO-254 hardware design processes as well as DO-178 software design processes

Familiarity with ATA Chapter 24 aircraft systems

Geographical Specification:

This position is located in Rockford, IL and the opportunity to work remotely may be considered.

If remote, need to have the ability to travel 25% to work with team
