Job Description:
The Engineering Execution Finance Manager reports into the Engineering Finance organization and leads a team of Engineering Business Analysts. The Engineering Execution Finance Manager partners with the Mission Area Engineering Execution Lead and Chief Engineers to drive results; provide value added analysis and promote a culture of financial awareness and predictable performance.
Focus areas include:
Influence achievable cost and schedule objectives during program start-up
Drive closure on engineering sales targets
Support Operational Workforce Planning staffing (Demand Focus)
Support Engineering proposal & EACs.
Drive simplified BOEs, test of reasonableness and blue sheet reviews.
Lead team of 25 IPMA / Engineering CAM Support, provide day to day supervision, timekeeping approval, and facilitate employee performance development process
Manage implementation of IPMA / CAM Support OE recommendation and effectively migrate employees from legacy IDS Engineering CAM Support and legacy RMS IPMAs to Finance
Drive culture of Engineering IPT Lead/CAM cost, schedule and technical ownership
Drive identification of key engineering dependencies, risks and opportunities
Support focus on Cost as a Requirement in Design to Cost, Design to Unit Production Cost, Total Ownership Cost in support of cost reduction initiatives
Support labor charging / color of money inquiries
Partners with MA CFO, FP&A and finance teams to drives mission area interests back into Engineering organization
Partners with Engineering Integrated Product Team (IPT) leads and CAMs to drive predictable cost estimates and EVMS controls.
Support the collection, analysis and utilization of Engineering Metrics.
Partners with Engineering Process Excellence team to enhance EAC & proposal cost estimating processes
Partners with PMX to drive EVM compliance and R&O process integration
This position can be remote at the discretion of the hiring manager.
Required Skills:
- Experience with
program controls and earned value management
Experience comprehending, explaining and implementing Finance, Engineering, and Program Management policies and processes
Experience analyzing financial forecasts, earned value, and productivity data and information to help ensure cost and schedule are tracked against the plan, identify root cause of any deviations, and drive course correction plans
Experience working in a collaborative environment and experience with financial application and project management tool suites
Experience with proposal development and Estimate at Completion processes
Ability to create and present reports for internal / external reviews and present to senior leadership
Ability to obtain a Secret DoD security clearance
Desired Skills:
Advanced use of Microsoft Excel and Microsoft Office Suite
Prior supervisory / management experience leading a finance team
Ability to lead with other managers in a results oriented environment to develop solutions for complex problems that will gain desired outcomes
Financial planning
and labor forecasting and analysis
Familiarity with engineering metric tracking procedures, directives, processes, and tools
Experience with proposal development and Estimate at Completion processes
Proficient financial acumen blended with business partnership and leadership
Leadership skills to motivate employees and drive change
Proficient written and verbal communication skills
Experience managing multiple priorities
(Required Education):
- Bachelor's degree in Business, Finance, Management, Economics,
Math, or other related field and a minimum of 8 years’ experience in finance or project management or Master degree in related field with 6 years related experience
