The Patriot Programs Integrated Business Team delivers the world’s most advanced air and missile defense system globally.

Raytheon Missile Defense (RMD) is the prime contractor for Patriot, the world’s most sophisticated long-range, high-altitude, all-weather air and missile defense system.

Job Description

Qatar Senior Program Manager is responsible for all facets of the Qatar production programs for overall execution and customer intimacy with accountability and authority for leading and managing the program successfully.

This includes responsibility for managing all production, technical, schedule, and cost performance and be accountable for meeting program milestones.

The Program Manager acts as the primary interface with the customer to ensure continued alignment with customer requirements and program execution. This position will require the ability to coordinate and effectively operate among multiple Raytheon Technologies functions, government agencies and the customer at both the senior/executive leadership and product execution levels.

This position will report to the Qatar CONUS Program Director.

This role will be located in Tewksbury, MA.

Responsibilities include, but are not limited to:

Sets direction for program execution and multi-functional teams

Develops program enhancing partnerships with the product line, contracts, finance, integrated supply chain, quality, engineering, and administrative functions

Frequently interfaces and develops effective relationships with both United States Government (Integrated Fires Mission Command (IFMC), Security Assistance Management Directorate (SAMD)) and Qatar Emiri Air Defense Forces (QEADF) customer.

Meets contractual commitments including the financial, quality, technology, and schedule performance using the approved business model and management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), PRISM, etc.

Identifies and establishes an executable baseline and program risk and opportunity. Meets milestones and monitors adherence to program master plans and schedules.

Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.

Manages regular internal and external status reviews including Gate Reviews, Program Management Reviews

Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results

Travels frequently both domestically and internationally

Supports a program organizational culture aligned with Raytheon Technologies vision and values

This position requires the ability to obtain U.S. Security Clearance.

Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Qualifications:

U.S. Citizenship is required

Ability to obtain a US Secret Security Clearance within one year.

Minimum of 12 years of prior relevant experience

Experience in program management

Six Sigma Certification or equivalent

Experience working with international customers

PMX Certification Level 4, or ability to obtain within six months of service

Bachelor’s degree in Engineering, Finance, Mathematics, Science or related technical discipline

Desired Qualifications

Experience in Program Risk & Opportunity Management

Capable of building strong customer relationships

Experience with and understanding of export and import controls, compliance and licensing

Senior leadership experience

Experience in executing and meeting five year plans and Annual Operating Plan

Experience conducting multinational business

Direct experience and production of complex weapons systems or equivalent

Direct experience in program planning, budgeting, and tracking (EVMS) to cost and schedule

Experience in program operations and execution

Experience with large weapon or sensor systems

MBA or advanced Engineering degree
