Raytheon Technologies Total Ship Integrated Systems (TSIS) Director in Tewksbury, Massachusetts
The Naval Power (NP) Mission Area is seeking a Total Ship Integration Systems (TSIS) Director to have full accountability and authority for leading TSIS execution and the Global Ship Integration (GSI) growth strategy.
The Director is accountable for overseeing growth and capture within the TSIS portfolio by ensuring ongoing customer funding of current contractual requirements, working with the customers to identify and fund further product enhancements and refinements, and identifying and pursuing new markets/solutions and customers. The Director is required to adapt to multiple cultural challenges and must have flexibility and agility in their management style to address all the individual member country complexities.
•Define long term strategy for TSIS to meet business commitments to financial goals and obligations in accordance with the Annual Operating Plan
•Ensure program managers build, supervise, and integrate the performance of the cross functional teams and sub-contractors
•Provide leadership in fostering functional team interdependency and maintain process accountability
•Ensure program teams proactively identify program risks and opportunities, manage and escalate in accordance with specific financial goals and obligations
•Accountable for ensuring that program managers and teams are utilizing appropriate program tracking control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of Raytheon’s contractual commitments
•Executive Sponsor for Raytheon Six Sigma projects that yield continuous improvement which often requires the ability to influence others outside of their own job area and senior leadership
•Establish and maintain relationships with multiple industrial partners influencing customer decisions that align to Raytheon’s strengths as a platform system integrator
•Establish and maintain stakeholder (senior management, partners, and teammates) buy-in, support and commitment of right resources to win; conduct all color teams, gates, strategy reviews, etc., as required
•Ensure that the Program Manager (PM) and Teams leverage RTX tools and practices of organizations such as Program Management Excellence (PMX), Capture Management Excellence (CMX) and the Raytheon Technologies Evaluation Team to drive improvement in program growth and execution
•Establish and maintain relationships with TSIS customers including, but not limited to the US Navy, US Coast Guard, Shipbuilders (domestic and international) to ensure alignment on execution and influence requirements and strategies
This position can be based in Portsmouth, RI, San Diego, CA or Tewksbury, MA. Requires ability to travel both domestically and internationally.
•Minimum of 14 years prior relevant experience; preferably in program management.
•Experience in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities.
•Experience providing direction to program managers in managing Risk and Opportunity to achieve business objectives while meeting customer requirements.
•Experience with US Navy customer; preferably with knowledge of shipbuilding and design, shipyard operations, Navy Ship and Combat Systems Integration.
•Experience providing leadership to drive proposal and company gate processes
•Knowledge of International Traffic And Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements
•Active DoD Secret clearance with ability to obtain Top Secret Clearance
Bachelor’s degree. Preferably in STEM field or business discipline. Advanced degree’s preferred.
•Active Top Secret Clearance
•Master’s Degree from an accredited university or college
•Significant experience in engineering and development experience
•Background in Naval Shipbuilding and Platform Systems Integration
•Certification (Raytheon PMX Level 1)
•Demonstrated ability to influence senior executive leaders, customers, and sub-contractors both within and outside the organization
•Strong business acumen
•Experience building relationships with customers from different cultures
•In depth knowledge of the DoD environment and acquisition process and contract types
•Expert knowledge of RMD (Raytheon Missiles and Defense) and Raytheon Technologies business to include programs and capture/proposal Integrated Product Development System (IPDS) process
•Prior experience with foreign ship design/builders
•Business Development and/or new business acquisition experience
•Exceptional communication, writing and presentation skills
•Ability to focus, evaluate, motivate and reward teams, enabling achievement desired performance results and behaviors
