Defense Global Customs Organization (GCO) Customs Continuous Improvement Manager
Enterprise Services Defense Global Customs Organization (GCO) is looking for a Customs Continuous Improvement Manager (CCIM) to plan, organize, and execute day-to-day operations to achieve targeted results in a fast paced and challenging shared service environment for export and import declarations.
The CCIM is responsible for assisting the Customs Leader in the oversight and management of Risk, Communications, Collaboration, Operations, Service Provider Management, Automation, and Continuous Improvement Initiatives.
The position requires interface with all internal Raytheon Company entities, third party service providers and customs agencies to ensure compliance of customs operations globally.
- Determines organizational objectives in conjunction with the Customs Leader.
Provides strategic guidance for Customs import and export declaration and global freight monitoring in order to achieve desired results.
Assist in the development and reporting of key metrics of compliance and operational effectiveness across an established matrix organization.
Lead a team (direct, matrix, and influence) on efficiency and process improvement initiatives based on GCO risk (government status, regulation, and Raytheon status), developing new concepts, techniques and standards.
Leadership role on projects to refresh processes and systems to support the delivery of Raytheon Company products, services, and information to global customers.
Assist in the development of Tools and Systems to monitor the statuses of shipping documents and other underlying documentation in compliance with all applicable global trade regulations.
Develop and prepare briefs and represent the organization at relevant governance functions, e.g. Global Customs Council, Leadership Team meetings, Global Trade, and other functions as required.
Implement and influence Organizational Policy by measuring, establishing, implementing, and driving adherence to procedures and controls.
Provide support and control for import activities, and maintain compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), Customs and Border Protection (CBP), and other relevant trade compliance regulations.
Represent the department in meetings and discussions with internal customers, third party service providers, as well as acts as Government agencies correspondence liaison.
Responsible for successful operations and activities and serves as a focal point for service provider monitoring.
- Assist in record and other reviews to ensure compliance with policies and regulations.
Recommend improvements to policies and procedures to enhance compliance and operations.
Identify and report to Leadership and/or other trade compliance management any potential violations of trade compliance laws and compliance violations and any incidents involving significant weaknesses in processes or procedures.
Acquire/create and deliver training materials, and when required, provide necessary supplemental training and updates for the corporation.
Support internal, external, and government-directed compliance audits and assessments.
Knowledge and application of export/import trade regulations (e.g., International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR), including history with license creation, submission, and management
Strong organizational and project management skills with the ability to manage, respond efficiently and effectively to time-critical issues with competing / conflicting priorities.
Self-starter who can develop effective networks with internal and external customers.
Microsoft Office applications, SAP GTS, Licensing Management Systems
Time management, prioritization, and organizational skills; ability to prioritize among demanding and sometimes conflicting requirements.
Excellent customer relationship/interpersonal skills, including board room presence and influential leadership.
Strong verbal and persuasive writing skills.
Licensed Customs Broker
Master’s Degree in International Business or related
Project Management degree/certificate and prior application of skill set
Foreign Language speaking/writing
Licensing Empowered Official Experience
Leadership experience within a shared service environment
Required Education and Experience
Bachelor’s degree in International Trade and or Project Management or applicable field
8+ years trade experience in licensing/trade, project management, policy, government relations, business or related field
