Raytheon Missiles & Defense is seeking a Program Integrator.

The Program Integrator (PI) is a direct report to the Program Management Excellence (PMX) Directorate and matrixed to the

Standard Missile 2 (SM-2) program

Manager as a country manager.

The Program Integrator (PI) is responsible for driving the day-to-day program execution on a fast-paced, dynamic international program and is accountable for successful management to contract requirements, ensuring the program achieves cost, schedule and technical performance requirements.

In concert with the Program Manager or Director, Key responsibilities include:

Sets program strategy, vision and tactical direction for program execution by multi-functional team(s) and sub-contractors.

In the absence of PM, is responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.

Develops program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.

Acts on behalf of the PM, convey to customer, program status and performance. Additionally, anticipates and fulfills customer needs to ensure their satisfaction and continued business.

Responsible for committing the program to specific financial goals and obligations in accordance with the program AOP.

Sets budgetary guidelines and directs the performance of program task elements through internal functional partnership.

Establishes standards and an executable program baseline using the approved business model and management tools.

Responsible for growing the program and its product(s) by ensuring ongoing customer funding of current contractual requirements, working with the customer to identify and fund further product enhancements

Stay proficient in company policy and directive changes and any resulting implications that warrant change management facilitation

Responsibility includes identifying and resolving complex customer issues, effectively managing deadlines, balancing priorities and successfully managing cultural sensitivities, ensuring consistent, coordinated and accurate reporting for the program while ensuring adherence to all International Traffic in Arms Regulations (ITAR) and foreign releasability requirements.

Work closely with IPT leads and functional support personnel to help lead day-to-day program execution managing deliverables, test equipment support, and supporting future business, while recommending and implementing best practices as warranted by program execution situations.

Responsible for developing proposals and Gate 4s in support of customer requirements.

International and domestic travel required.

Candidate must be able to

obtain a Secret Clearance

Required Skills:

A minimum of 8 years of business, program, or project management professional experience

Experience using financial analysis tools and experience with project management tools and/or systems

Experience leading cross-functional teams in a manufacturing, operations, engineering, or Aerospace and Defense environment, including work with senior levels within U.S. customers, foreign customers, and leadership

Experience balancing technical, cost, and schedule constraints to meet project deadlines and expectations

Experience in the Tactics, Techniques and Procedures for both International Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) highly desirable.

Experience with international offset programs

Experience conducting international business, ITAR compliance, classified hardware, and transportation plans

Experience with Risk and Opportunity Management

Experience with Microsoft Office Suite

Required Education: BA/BS

Desired Skills:

Missile Systems Program Management certification Level


and/or Project Management Professional (PMP) Certification

Demonstrated ability to address multiple issues and set priorities

Demonstrated capture and proposal generation experience from concept to execution, to include experience developing and reviewing Gate 3, Gate 4 and Gate 5 packages for management approval

Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward with

In-depth knowledge of the USG foreign release process, production contracting function, applicable contract obligations and ITAR licensing requirements.

Strong business acumen to proactively identify and resolve issues quickly and efficiently

Excellent written and verbal communication skills

Experience in the Defense or Aerospace industry

Proposal capture experience

Working knowledge of contract formation and execution

Experience conducting international business

Demonstrated experience with Risk and Opportunity Management

Product lifecycle management experience

Earned Value Management certification

Proficiency with Program Management tool suite or similar systems

Experience supporting production - supply chain, engineering, operations, quality, or program management

Desired Education:

Bachelor’s degree in Engineering, Business, Finance, or

related field from

an institution accredited through a U.S. Department of Education approved agency is required.

Master’s degree preferred.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

This position requires the eligibility to obtain a security clearance.

Non-US citizens may not be eligible to obtain a security clearance.

The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.

Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
