Job Summary:

The Program Integrator (PI) is a direct report to the Program Management Excellence (PMX) Directorate and matrixed to the Naval Shipboard Missile Systems (NSMS) Development Director. This position will provide team leadership among the program office, assigned integrated product, and cross product teams.

This position will be responsible for the contract execution to include proposal management, development and continued refinement of contract requirements to support program needs, and contract close-out management. The PI is responsible for program integration, coordination, and control and direct engagement with the program team and functional partners, TI project managers in pursuit of day-to-day program execution; advocating Program Management (PM) plans, processes, and business objectives to include the implementation of PM best practices.

Responsibilities to Anticipate:

  • Responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.

  • Develops program enhancing partnerships with internal functional organizations (Integrated Program Teams/Cross Product Teams) such as contracts, finance, procurement, manufacturing, quality control, logistics, data management (CDRL support) and administrative functions.

  • Display strong communication, influence management, and presentation skills with both internal and external customers

  • Sets budgetary guidelines and directs the performance of program task elements by developing program enhancing partnerships with internal functional organizations, such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.

  • Establishes standards and an executable program baseline using the approved business model and management tools.

  • Supports the program risk and opportunity process, in accordance with specific financial goals and obligations.

  • Execute daily program management and cadence i.e., risk review boards, customer reviews, failure review boards, program reviews such as Program Management Reviews (PMRs) and staffing, and decision reviews to achieve contract commitments

  • Preparing, revising, updating, and monitoring required documentation and analysis in compliance with contract requirements, Raytheon’s Integrated Product Development System (IPDS) such as Gate reviews and GEM tool, Earned Value Management System (EVMS), Corporate and Business policies and procedures.

  • Capturing and tracking program actions and working with action owners to ensure timely closure of actions.

  • Lead and support proposal and capture efforts to include Basis of Estimates (BOEs), startup activities, Responsibilities & Capabilities (R&C) and gating processes.

  • Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments to enable program success drivers by program leadership teams.

  • Domestic travel may be required.

    Qualifications You Must Have:

  • Bachelor’s Degree

  • An advanced degree in a related field may be substituted for additional years of experience as follows: Master's is equal to 3 years of experience

  • A minimum of 8 years of business, program, or project management professional experience

  • Experience with program management tools and processes such as Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS) and/or Risk and Opportunity

  • Experience balancing technical costs, and schedule constraints to achieve project success

  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

  • Demonstrated experience with field support services(ILMF)

  • Working knowledge of Ex/Im compliance

  • Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 (IPDS) packages for Management Review and approval

  • Program Management certification, Level 6/5 or equivalent or ability to achieve within 6 months.

  • Equivalent experience as a CAM

  • Prior experience supporting development, production and/or sustainment programs, preferably in the aerospace and defense industry

  • Demonstrated experience with proposal development

  • Working knowledge of contract formation and execution

  • Experience conducting international business and cross-cultural communication

  • Demonstrated experience with contracts management

  • Product lifecycle management experience

  • Prior experience with Agile execution

  • Prior experience with post production support, including with remote field facilities

  • Proficiency with Program Management tool suite or similar systems

  • Prior experience and application of Defense Acquisition processes
