Raytheon Missiles and Defense (RMD) has an opening for a Contracts Principal Specialist in our Evolved SeaSparrow Missile (ESSM) and NATO Launcher areas under the Naval Shipboard Missiles (NSM) Product Area within the Naval Power (NP) Mission Area. The ESSM position will be located in Tucson, AZ and report to the ESSM Contract Team Lead.

The individual in this role would be responsible for Domestic US Navy, Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) based contracts leadership for a diverse NATO based portfolio of programs and customers. The individual should possess an understanding of international direct commercial sales contracting; experience in either FMS and US contracting; and US and international export / import regulations.
Duties will include participation in front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Candidate must be able to readily adapt in a challenging, fast-paced environment. The Contract Professional supporting this key business area is responsible for management of the customer relationship, the provision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts that are critical to RMD and NP Programs. Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year
Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies
Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships
Lead for the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration
Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope
Identify, mitigate, and drive the resolution of contractual issues as they may arise
Work closely within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Provide guidance regarding contractual and business issues, advising management of contractual rights and obligations as well as possible mitigation of contractual/program risks within an understanding of contract and financial structures.
Capable of multi-tasking and manage workload to meet deliverables on time and accurately
5 years of experience in a contracts, business, or related field
BA/BS in Business, Finance, Economics or a related field
Experience with U.S. Government acquisition and related regulations, e.g. FAR, DFARS, and ITAR
U.S Citizenship is required
Ability to obtain a secret clearance
Existing DoD Secret Clearance
Juris Doctor or MBA a plus
Familiarity with the Integrated Contract Management System (ICMS)
Knowledge of basic financial business principles and an understanding of applicability to contracts and business
Ability to concurrently work multiple projects with strict deadlines.
Possess excellent time management and organizational skills with experience working in a fast-paced environment, where prioritization is required to be effective.
Strong business acumen with the ability to recognize risk elements in business transactions
Effective communicator both orally and in writing; strong analytical skills; strong interpersonal skills; be adaptable to a variety of business situations.
Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust.
Ability and willingness to travel both domestically and internationally for customer negotiations and other engagements
