This position, within Raytheon Intelligence and Space, is responsible to assist with the management of assigned contract close-out. Duties include assisting with the management of all Subcontract Close-Out Process, Audit, and PO review activities. This position requires regular interfacing with customer counterparts within Raytheon Missile & Defense (RMD). This position does not have a sales component however, the overall success of the program will be the measurement of success.
The Principal Project Management Liaison will support in the development and implementation of processes, metrics, and tools to ensure successful project execution. Project Management Liaison will support the RMD PI with the coordination of program Contract Close-Out activities across multiple functions to maximize consistency and implementation of best practices. Project Management Liaison will assist the RMD PI with meeting their respective reporting requirements and contract close-out.
Specific responsibilities include:
Assisting with the preparation of all material to ensure compliance with business processes (IPDS, EVMS, PMX) and other specific functional processes
Support the RMD IPDS Process for Subcontract Close-Outs with adherence to RMD Directives and Process Policies
Supports and facilitates the process for adherence to FAR Part 4.804-5 Items 1-9 which include:
Disposition of classified material is completed; Final patent report is cleared; Final royalty report is cleared; no outstanding value engineering change proposal; Plant clearance report is received; Property clearance is received; interim or disallowed costs are settled; Price revision is completed; and Subcontracts are settled by the prime contractor.
Ensure timely and effective IPDS compliance
Coordinate with Subject Matter Experts to maximize use of best practices
Implement and monitor an effective action item tracking system to ensure complete and timely closure of action items
Required Skills and Experience:
Minimum of 6 years of related experience
Experience with SAP Business Systems (APEX, PRISM, BW) or similar tools
Knowledge of Federal Acquisition Regulation (FAR), the supplements to the FAR, and government contract procurement processes, and/or Contracts
Efficient with Microsoft Office and PowerPoint skills
Strong organizational skills in project management and task prioritization
Must be a self-starter and adapt well to change
Ability to effectively work in a challenging and fast paced environment
Experience interfacing with internal and external customers
Familiarity with program plans and their execution
DESIRED SKILLS AND EXPERIENCES:
Subcontract Management and/or Material Program Management experience
Experience with subcontract closeout activities – FAR 4.804-5, 1-9 and DFARS 204.804
Certified as Raytheon Program Management Level 6 (IPT Lead) or have the ability to be certified within 12 months
Knowledge of supply chain functions and responsibilities. Raytheon supply chain experience preferred
The ability to operate independently but still retain the larger company focus
Proficiency with MS Project and Excel
Raytheon Six Sigma Specialist or equivalent
Bachelor’s degree from accredited university or college with a major in business, accounting, science, or equivalent experience
