Raytheon Technologies Sr Contract Negotiator / Contracts Manager in Tucson, Arizona

This position is eligible for telecommuting for an undefined amount of time at the manager's discretion. Relocation to Tucson, AZ will be required within 3 months after starting.

This position may be filled as a Sr Contracts Negotiator or a Contracts Manager depending on the applicants' skills and abilities

Raytheon Missiles & Defense (RMD) Contracts has an opening for a Sr Contracts Negotiator / Contracts Manager. The manager in this role will be responsible for the management and administration of a diverse portfolio of contracts. The primary customers are the U.S. Government and some foreign countries.

New Senior Contracts Negotiators can expect to be engaged in a broad range of activities, including management of complex developmental contracts to accelerate delivery of technology to the US Military and our allies, supporting large scale production of the world’s most sophisticated weapons, or other exciting business ventures.

US Citizenship is required as this position needs an active US Security Clearance as of day one of employment

Responsibilities include but are not limited to:

  • Participate in front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications relating to U. S. Government and/or direct commercial sale (DCS) international customers

  • Work closely with Contracts Leaders, Program Managers, Business/Estimating, Supply Chain, and Corporate Treasury functions to construct, submit and negotiate pricing proposals

  • Provide support to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies

  • Advise management of contractual rights and obligations and possible mitigation of contractual/program risks

  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness

  • Compile and analyze data; maintain historical information

  • Shape business transactions and negotiate skillfully to create the best outcome possible.

  • Periodic domestic travel may be required; international travel may be required

Required Education, Skills, and Experience:

  • 6 yrs.’ experience with negotiation and administration of major DoD contracts and/or subcontracts

  • BA/BS in Business, Finance, Law, or related field (Higher education may be considered in lieu of 2 yrs of experience)

  • Experience with Microsoft Word, Excel, Power Point, and shared data bases

  • Experience of handling several assignments concurrently

  • 6 yrs of experience in a position where effective relationships with customers and internal partners were developed based on understanding and trust

  • Past experience in working within a team and fostering teamwork and trust

  • Current DoD Top Secret Clearance

  • U.S. Citizenship is required

Desired Skills:

  • Juris Doctor or MBA

  • Experience administering production, development or service contracts valued at $25M or higher

  • Knowledge of and experience with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

  • The demonstrated ability to effectively prioritize actions.

Experience working is a fast-paced environment, where prioritization was required to be effective.

  • Proven record of responsiveness with strong time management and organization skills

  • Ability to understand the financial aspects of contracts, such as incentives, share ratios, and risk quantification

  • Hands-on proposal preparation or negotiation experience

  • Demonstrated strong work initiative and ability to adapt to new challenges

  • Experience with US Government and US Prime Contractor customers in the acquisition and end-user and communities

  • Experience with international customers and contracting processes

  • Contractual acumen with proficiency in contracts fundamentals

  • Related contract administration experience with the US Department of Defense (DoD) including proposal preparation and contract negotiations, or a combination of five years of contracts management experience and five years of other functional experience related to business management

  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding and trust
