RMD / Phalanx/SeaRAM Programs:
Phalanx/SeaRAM Weapon systems provide Premier Terminal Defense against high stressing threatening targets. The RMD Phalanx/SeaRAM Program primarily provides overhauls of Phalanx and SeaRAM Mounts, of which there are 680 systems worldwide. The CIWS (Close In Weapon System) is a Self-Contained weapon system that has three variants: Navy Phalanx, Land Based Weapon System (LPWS) and SeaRAM. RMD is responsible for production/overhaul, engineering, Performance Based Logistics across many customer bases to maintain and upgrade systems for US Navy, Army and FMS/DCS Customers
Close in Weapons System Program Manager is responsible for all facets of the Spares/Repairs Programs supporting Phalanx Weapon systems for Navy and Army Customers. Responsibility includes overall contract execution, customer engagement, and accountability and authority for leading and managing the program successfully. This includes responsibility for managing all production, technical, schedule and cost performance and meeting all program goals and milestones. The Program Manager acts as the primary interface with the NAVSUP (Naval Supply Command) to ensure alignment with customer requirements and customer program execution. This position will require the ability to coordinate and effectively operate among multiple Raytheon Technologies Functions, Government Agencies and Executive Leadership Teams. This position will report to the Phalanx SeaRAM Senior Director.
Responsibilities include, but are not limited to:
Sets direction for program execution and multi-functional teams
Develops program enhancing partnerships with the product line, contracts, finance, integrated supply chain, quality, engineering, and administrative functions
Frequently interfaces and develops effective relationships with Naval Supply Command (NAVSUP) and Defense Logistics Agency (DLA)
Meets contractual commitments including the financial, quality, technology, and schedule performance using the approved business model and management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), PRISM, etc.
Identifies and establishes an executable baseline and program risk and opportunity. Meets milestones and monitors adherence to program master plans and schedules.
Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments.
Manages regular internal and external status reviews including Gate Reviews, Program Management Reviews, Execution Reviews
Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results
Work remotely with 50% travel to Louisville Factory, Supplier or Customer Sites
Supports a program organizational culture aligned with Raytheon Technologies vision and values
This position requires the ability to obtain U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
U.S. Citizenship is required
Ability to obtain a US Secret Security Clearance within one year.
Minimum of 10 years of prior relevant experience working with a complex customer
Experience working with a multiple domestic and international government customers . Experience building strong customer relationships
Experience with a fixed price contracts
Experience in program management
Ability to travel up to 50% to domestic customer sites
Six Sigma Certification or Equivalent
PMX Certification Level 4, or ability to obtain within six months of service
Ability to Make Sound & defendable decisions in a timely mannerxperience in Program Risk & Opportunity Management

EAC Process Experience
Experience in executing and meeting five year plans and Annual Operating Plan
Direct experience in program planning, budgeting, and tracking (EVMS) to cost and schedule
