Job Description :

Raytheon Missiles and Defense (RMD) is looking for a Business Systems Application Development Section Manager in the Digital Analytics & Applications (DAA) directorate within the Digital Technology (DT) organization. This position serves as the Front-Line-Manager for the Business Applications team, specifically managing application development & support resources who participate in an Agile Release Train (ART) of over 150 individuals managing a portfolio of digital products producing $40M of value annually for the RMD business. Our Product Mode Teams live on the bleeding edge of digital transformation and associated technologies and are chartered to bring RMD into the digital age.

As the Section Manager for Business Application Development, responsibilities include attracting and retaining talent that provides the following services for the Digital Analytics & Applications ART: Web Application development, SharePoint development & COTS application support, including Help-Desk support for all production applications. This role will focus on the compliance and sustainability of the DAA Application Portfolio and empowering employees to drive transformational change. The Business Application Development Manager will be required to collaborate and align with peers and colleagues to ensure the achievement of increased velocity and the relentless pursuit to deliver business value.

The Section Manager will participate in talent acquisition, goal setting, performance development, and appraisal activities. The successful candidate will ensure that each direct report has suitable work assignments and opportunities for growth and advancement.

Responsibilities to Anticipate:

  • Collaborate with the DAA extended leadership team to align on goals and deliver strategies supporting the DAA organization

  • Provide staffing and resource assignments to Product Mode Teams supporting the functions and mission areas

  • Identify personnel training and development opportunities to ensure continuous staff competency growth

  • Ensure personnel embrace core values, and adopt key Agile development principles or practices

  • Work closely with Cyber Security, Enterprise DT & others to address compliance and technical needs for the Application Portfolio that warrant review and potential changes for continuous improvement, to be communicated/implemented across Product Mode Teams

  • Work closely with Product Owners to clarify process requirements and application support needs, including evaluation of appropriate additions and retirements for the Application Portfolio

  • Engage with Technical Leads on development and technological needs for development resources

    Qualifications You Must Have :

  • Bachelor’s degree in IT or STEM and must have 8 years of related professional experience with 4+ years of technical leadership experience in a cross-functional environment, in lieu of an IT or STEM must have 16 years of direct experience

  • 2+ years of experience leading teams in the development, delivery, and sustainment of applications; focus on web applications preferred

  • Experience with Agile development methodologies and principles

  • Experience with of web application development, compliance policies and production support methodologies

  • Must be able to obtain a DoD Secret clearance, must be a US citizen

  • Able to travel up to 10%

    Qualifications We Value:

  • Master’s degree in a Science, Technology, Engineering or Mathematics (STEM), Information Systems, Business Administration, or related field

  • Completed Leading SAFe Training

  • Completed SAFe Training for Teams

  • Hands on experience with application support and/or development

  • Demonstrated experience helping derive and communicate business value of solutions proposed and actual value delivered

  • Strong teamwork and interpersonal skills

  • Ability to set and manage customer expectations

  • Ability to communicate technical information to key stakeholders in a clear and meaningful way

  • Ability to motivate teams to apply skills and techniques in solving dynamic problems

  • Knowledge of business needs with the ability to establish and maintain a high level of customer trust and confidence

  • Demonstrated ability to grow direct report team members and skills in a matrixed reporting environment
