The Contracts Manager is an integral part of a team of professionals who get things done, enjoy working together, and are committed to growing with this fast-moving company. The Contracts Manager supports the F135 Production team - reviewing contractual documents, supporting proposal preparation, leading contract flow down processes, issuing Inter-Entity Work Authorizations, and providing guidance and contracts administration for the F135 Production team. Additionally, the Contracts Manager is responsible for process improvements to enhance department function and performance. This position will act as an agent for the company and will provide leadership in business meetings, reviewing Requests for Information and Requests for Proposals, strategy formulation, preparing and submitting proposals, leading negotiations, reviewing contractual agreements for accuracy, formal correspondence, customer and internal audits, customer relations, day-to-day management/administration, support periodic leadership reviews, and to take on special projects as needed. The Contracts Manager will also provide guidance and direction to a small team of direct reports, ensure a plan for their development, oversee their job functions, and flow communications from senior leadership as required.
Primary Responsibilities:
Leads a team of professionals in preparing bids.
Assists in implementing service excellence strategies to improve the relationship between legal department and other departments.
Assists leadership in training employees to ensure understanding of and adherence to contract law related to the business.
Assists in litigation and advises management of contractual rights and obligations to protect the organization’s legal and business interests.
Assists in compiling and analyzing data, and in maintaining historical information to ensure ease of accessibility and retrieval of data and documents.
Supports proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
Advises and represents the organization on legal issues concerning contract matters.
Creates proposals, negotiates and executes contracts.
Provides legal advice on warranty and contract administration.
Prepares legal documentation for legal and contract negotiations and relationships.
Prepares legal applications for warranty and new contracts, as needed.
Maintains historical legal records.
Ability to understand and ensure full compliance at all times with applicable Company policy and guidelines
Summarize contract issues, research compliance matters, interpret regulations, identify risks, and formulate recommendations
Provide guidance regarding contractual and business issues, advising management of contractual rights and obligations as well as possible mitigation of contractual/program risks
Basic Qualifications:
Bachelor’s degree and 5 years of relevant experience in contracts, including with military contracts OR
Advance degree and 3 years of relevant experience in contracts, including with military contracts OR
In absence of a degree, 9 years of relevant experience in contracts, including with military contracts is required
Must be a U.S. Person/Permanent Resident “Green Card” holder
Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations Supplement (DFARS), and equivalent U.S. Government regulations
Experience working on multiple projects concurrently
Prior experience working within cross-functional teams to construct, submit, and negotiate Terms and Conditions and pricing proposals, examine and understand cost structure estimates of labor, material, engineering services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Prior experience leading and working within a highly functioning team, fostering teamwork and trust
Experience leading, preparing and presenting a variety of review packages to senior leadership internally and to customer.
Experience assessing liabilities and making recommendations for risk mitigation
Supervising the work of direct reports
Preferred Qualifications:
Working as Contracts Manager of DoD Contracts to include Cost Plus Incentive Fee, Fixed Price Incentive Fee, or other contract types
Experience with contract & financial structures, pricing strategies, policy & procedure and compliance principles
Leadership skills to include strategic thinking, customer focus, performance and results orientation, innovation, and influential communication
Excel, Word, PowerPoint
ERP, SAP preferred
Experience with Technical Assistance Agreement
Knowledge of intellectual property concerns related to military contracts, to include standard FAR/DFARS clauses
Excellent time management and organizational skills with the ability to prioritize competing priorities
Able to proactively drive closure of open item and demonstrate ability to follow through on tasks and commitments
Excellent analytical and solutions development skills.
